TIlursday, October 5, I<I<E receiv'ed specifications froln Econar on dle pmnps it proposes to donate.
TIle arclutects and lnecIlanical engineers are no"\v \'7orking on re\Tie\ving the information pro\Tided and
requesting additional information as needed. Jennifer _A..nderson-Tuttle does not belie'Te dle mecl1anical
engineers \vill be able to complete tlleir re\Tie\v until sOlnetime next \veek because tllere are questions tllat
require additional inforlnation frolTI and discussions \vitll Econar. Please see tlle attaclled email from rv1s.

from accepting Econar's offer. It \vill, 110\Ve"V"er, allo\v time to address design and specification questions.

Lori,
As per our earlier conversation, I am writing you to request we be moved to the council
agenda on the 16th of October. We have just received information from Econar a few hours
ago. Our engineers with Karges-Faulconbridge, Inc. are currently reviewing the
information. They have already developed a partial list of questions that are unanswered
with the information sent. See the following list or requested inrormation:
1. Was the selection based on 30% propylene glycol?
2. Please provide equipment efficiency (COP & EER) data.
3. What warranties are standard?
4. What controls come with heat pumps?
5. Please provide standard ARI selections?
I have also attached the mechanical specifications.
This is not a complete review. A more comprehensive list will be developed in the next
few days. It is my belief that it is unlikely that we will know if the proposed system
meets the criteria established for the Library by the proposed council meeting on October
9th. The deadline for substitution request, as stated in the AlA A701 Instruction to
Bidders has also passed, and the last addendum has been issued. Which means that at this
point the best way to deal with this issue will be in the rorm of a change order, should
the product prove to be acceptable, once a General Contractor has been awarded the
contract. I would propose we reschedule the meeting with Council to the October 16th
meeting when our engineers have had adequate time to review information and Econar has
also had adequate time to provide the missing information.
