SUBJECT: BUILDING DEPARTMENT CLERICAL
POSITION

During the 1994 budget process, the City Council approved the concept of Geryl Rogers
and Brenda Ebner moving to full time status (40 hours per week) from their 1993 status
of 20 hours and 30 hours per week respectively. The increase to 40 hours per week did
not take place in January as staff wanted to take a "wait and see" approach in order to
evaluate the true need for these positions becoming full time based on our experience in
our new facility. The City Council did not put money in the individual departmental
budgets for this increased manpower, but the City Council did acknowledge use of its
Contingency Fund if and when the change for these positions would take place.
At this time, staff is recommending use of City Council Contingency Funds to have Geryl
Rogers go to full time status. Please see the attached material from the Planning and
Building Departments on this request. Associated with this request is another request to
have Geryl Rogers move to the Secretary/Receptionist position from her current status as
Clerk Typist II. Earlier this year, the City Council had a healthy discussion on whether or
not Geryl should move from Clerk Typist I to Clerk Typist II. Now with the growth in
activities in the planning and building areas, it is appropriate for the Planning Department
(Steve Ach and Gary Schmitz) to have a designated Secretary/Receptionist as it is also
appropriate for the Building and Zoning Department (Steve Rohlf, Cliff Skogstad, and
Terry Zajac) to have a designated Secretary/Receptionist. It should be noted that both
clerical employees are, and will continue to be, cross-tained to fill in for each other as
necessary .

Without a doubt, clerical needs in these two areas and throughout the entire City are
growing and are anticipated to continue to grow in the future. Currently staff is also
looking at the possibility of hiring a part time summer youth employee to help in the
office. This is especially important for the City staff during the summer months due to
vacation schedules. Finally, the Council can anticipate a budget request in 1995 for
another clerical person in the administration area. As activities increase at City Hall, it is
an inevitable fact of life that we also have to increase our clerical support in order to
handle public requests and our increased work load.

Staff recommends that the Council elevate Geryl Rogers to full time 40 hours per week
status; that her position title be changed to Secretary/Receptionist; and that she be placed
at the entry level hourly rate of pay for this position.

ZONING SECRETARIAL DUTIES
Many new functions have been added to the Planning and Building and
Zoning Departments. Even without these new functions, the pace of work for
these departments have increased tremendously. Consequently, additional
secretarial time is needed to keep pace with deadlines for planning meetings
as well as facilitating scheduling of building inspections.

Because Planning and Building and Zoning are now two separate
departments, it seems logical that the secretarial duties are also divided to
concentrate on the demanding needs of both departments. Currently, Cathy
Schmidt is acting as secretary for both departments with part time help from
Geryl Rogers. We are recommending that Geryl Rogers become a full time
Secretary/Receptionist. Geryl could then act as the Building and Zoning
Secretary and Cathy focusing on Planning.
Geryl Rogers is currently a Clerk Typist II and is making $7.39 per hour. As
a Secretary/Receptionist, she would start at $7.96 an hour with a range going
up to $10.59 per hour. We recommend this change become effective as of
May 4, 1994.
