SUBJECT: GREAT RIVER REGIONAL LIBRARY
FUNDING UPDATE
Attached for your review are the April 19, 1994, Library Board
meeting minutes. A major discussion item at this meeting was the
potential change in the Great River Regional Library funding formula.
This issue is to be discussed by the County Board on 5/3/94. Board
member and Councilmember John Dietz is scheduled to give the City
Council an update on the "1/3-1/3-1/3" concept now under consideration.

Dear Mayor Duitsman and City Council:
There is an issue coming before the Sherburne County Commissioners regarding library funding
that could impact the Elk River Public Library.
The possiblity of Sherburne and Wright Counties terminating their association with Great River
Regional Library (GRRL), and forming their own independent library system came up during a
recent discussion and it is our opinion that such a step would be detrimental.
The Elk River Library Board of Trustees endorses continuing our current affiliation with the
Great River Regional Library system and asks for your support in this matter. We feel GRRL has
acted in the best interest of our growing community during our long association. They have
demonstrated responsiveness as Elk River has grown and our library has changed and have made
great efforts to respond to local needs. In the past five years, they have made tremendous
progress to bring Elk River library services in line with other libraries in the metro area, and we
feel a break from GRRL at this time would set us back where we were before.
With the library expansion due to break ground in the very near future, we feel action needs to be
taken with some expediency, and request your direction and input.
If you feel a need to discuss this matter further, please call on the Board.
