SUBJECT: LIBRARY EXPANSION BIDS
Bids for the library expansion project were opened on April 28, 1994. These
bids were reviewed by the Library Board at a special meeting that evening.
The bids have been further evaluated and analyzed by EOS Architecture and
they are recommending approval of the low bid through the adoption of the
attached resolution. Pending approval of this resolution and financing being
confirmed, the project is scheduled to break ground in May, 1994.

Rick Wessling from EOS Architecture has also attached some financial
information relative to this project. It should be noted that a few additions
have been made to the original scope of the project by the Library Board. In
spite of these additions, the low bid is still very close to the original
construction estimate. It is the hope of the City staff and EOS Architecture
that not all of the construction contingency and administrative costs will be
needed and that these savings can be applied toward the purchase of
furniture, fixtures, and equipment (FF&E). If this does not turn out to be the
case, then the Library Board will have to evaluate all of their options for the
financing of the library expansion FF&E. Overall at this point, it looks like
the project is beginning on the right step in terms of its original budget and
we anticipate a smooth project this summer.

A RESOLUTION AWARDING THE CONTRACT FOR THE CONSTRUCTION
OF mE EXPANSION OF THE ELK RIVER PUBLIC LIBRARY
WHEREAS, the City ofEt River bas been warld.n& on p1am for an Expansion oftbe FJt River Public
Ubrary; and,
WHEREAS, the City has arranged financing for the project; and,
WHEREAS, HOS Archi1eCtUre haS advertised for bids for the CODStruction of the ExpaDsion of the FJk
River Public library; and.
WHEREAS. an April 28, 1994 Bas Architecture received and opened 7 bids fortbe Expm-~ion of Elk
River Public Ubrary ; and.
WHEREAS. Bas Al'cbitecture has reviewed all bids and is mxmmending awarding the contract to KUE
Contractors Inc., WatldDs , Minnesota as the low IeSpoosible bidder.
NOW, THEREfORE, BE IT RESOLVED by the City COUDdl ottbe City or Flt River that it hereby
approves an award of contract and notice to proceed to KUE Contractors Inc., of Watkins.
Mi,nnesota. for the amount of $443,697.00 for the COnstn1ction of the Expansion of the Elk
River Public Ubrary as per the bidding documeI1ts dated March 31st 1994 contingent
upon the ~ecutiOD and reclept of an required bonds and insurances.

ACCEPTANCE
A. This offer shall be opep to acceptance and is irrevocable for
'thirty (30) days from the Bid closing date.
B. If this Bid is accepted by the Owner within the time period
stated abOve, the undersigned will furnish the required bonds
and insurance coverages Qnd e~ecute,the Contract within seven
(7) days of receipt of acceptance of this Bid.
C. If thio Bid i3 o.ccepted within the time stated, and Lh4i
undersigned fails to commence the Work or fails to provide the
required Bond(s), the "Bid Security shall be forfeited, not as
~ penQlty, but as liquidated damages to Lhe Owner by reason of
our failure, limdted in amount to the lesser of the face value
of the Bid Security or the difference between this Bid and the
Bid upon which the Conl~~ct is signed.
D. In the event the undersigned's Bid is not accepted within the

Bids vs. Estimates
In review of the submitted bids and October 19, 1993 estJmate we would like to
make the following comparison. During the design process the project scope
was increased in the following areas:

is 486,696.00 which is within 3.5% of revised estimate.
