MEMORANDUM MAYOR, CITY COUNCIL AND PLANNING CO~S~ONO .&U' MEMBERS /~/(J- T FROM: STEPHEN ROHLF, BUILDING AND ZONING ADMINISTRATOR DATE: MAY 11, 1994 SUBJECT: TOURS NSP's Refuse Drive Fuel Plant/United Power Association's Power Plant NSP and UP A have graciously extended an invitation to the City Council and Planning Commission to tour their facilities. If you have never been to these facilities it's a unique opportunity that will aid in your decision making when their licenses and conditional use permits are renewed. e The dates available are June 4, 11, 18, or 25th, which are all Saturday's. The tour will start at the NSP/ RDF Facility at 9:30 a.m. We will be at the RDF Plant for about an hour and then tour the UP A Facility for approximately an hour. It is the most convenient for NSP and UP A if the City Council and Planning Commission take this tour at the same time. We ask that the Council and Planning Commission pick an appropriate date for the tour at their next meeting. We will meet at City Hall at about 9: 15 a.m. and carpool to the facilities. Barton Sand and Gravel Company . Gary Saver, president of Barton Sand and Gravel, has extended an invitation to the City Council and Planning Commission to tour their gravel mining areas in both Maple Grove and Aspen Minnesota. In Maple Grove there are areas that are partially reclaimed and also areas where roadways had to be lowered after gravel mining. In the City of Aspen there is a 160 acre site that is fully reclaimed. The staff feels this would be a good education for reviewing future conditional use permits on mineral excavation. P.O. Staff is recommending that a small bus is rented and we would leave City Hall at 9:30 a.m. If the Planning Commission and Council only wish to tour the Maple Grove sites, we would be back in Elk River by 12:00 p.m. If Aspen is included, we would be back in Elk River by 2:00 p.m. SUMMARY Check these dates and let staff know which ones work for you. Hopefully, there will be dates that work for everybody. If not, a day will have to be picked that works for the majority. If you have any questions feel free to give me a call. . .
