This list gives just a brief summary of where each project is at and is in no specific order. 1. Elevated Water Tower A 500,000 gallon elevated water tower has been constructed in the northeast area of the City by CBI Na-Con. The erection of the tower was completed last fall. The painting of the tower has recently been completed. This project is 99 % complete and the items which remain are some site work and the cathodic protection. The tower should be finaled within the next 30 days. 2. Northeast Area Well The contract for the construction of the well in the northeast area of the City was awarded by the Elk River Municipal Utilities to Traut Well Company. Due to the construction on the elevated tower and weight restrictions, they have just recently mobilized to the site. Construction of the well is expected to begin this week with final completion by approximately mid-July. 3. Northeast Area Water Treatment Facility The plans and specifications for a water treatment facility in conjunction with the new tower and well in the northeast area of the City will begin sometime in mid-summer. Once the well construction is completed to the point that the water can be tested, the design process for the water treatment facility can begin. It will take approximately 30-60 days to complete the design, another 30 days to bid the project, with construction anticipated to begin in the fall of 1994. We would hope that construction would proceed to the point that the building is enclosed prior to inclement weather so that work can continue inside through the winter months with the entire facility online sometime in the spring of 1995. 230/000-1106.may e Mr. Pat Klaers May 10, 1994 Page Two 4. Gary Street Water Treatment This project is in final stages of completion. The plant is going through operational tests at this point. Site work remains to be completed. It is anticipated that the facility will be online and the contract finaled within the next 45 days. 5. Interim WWTP Improvements The preconstruction meeting for the interim WWTP improvements was held last week. It is anticipated the Contractor will mobilize to the site and construction will begin on or before June 1st. The project should be entirely complete in the 1994 construction season. As you are aware, this project will replace the failed RBC facility and bring the City's treatment plant back into compliance until the major plant expansion can take place in the future. 6. WWTP Plant Expansion e Plans and specifications are being completed for the major upgrading of the wastewater treatment plant facilities. It is anticipated these plans and specifications will be submitted to the MPCA by early fall of 1994. Anticipating a 60-120 day period for review and revisions at the MPCA, we would expect that by late 1994 or early 1995 the City will have received authorization to proceed with this project. As we have discussed before, the timing for proceeding with these improvements will be dependent upon available financing. 7. Heritage Landing/Mississippi Oaks/Cherryhill Bluffs 2nd Addition These three new plats were constructed in 1993. The final lift of bituminous surfacing was delayed until 1994 to ensure a better construction project. Now that weight restrictions are about to come off, this work can proceed to be finished. We would anticipate that all three of these projects will be completed within the next 30 -45 days. This work also includes the repair of the driveways and the regrading of the Bell driveway on Fresno Street. 8. Meadowvale Heights 1st and 2nd Additions e Meadowvale Heights 1st Addition was constructed in 1993. There is one street where the paving was delayed due to softness. This work will be completed in the next 30-45 days. The Developer has received preliminary plat approval for Meadowvale Heights 2nd Addition, which includes approximately 50 additional lots. Plans and specifications have been completed for these improvements. The last time we talked to the Developer, he anticipated a late June start to construction with the lots being available for sale in 1994. 230/000-1106.may e Mr. Pat Klaers May 10, 1994 Page Three 9. Meadowvale Heights Trunk Sewer and Water Improvements The extension of sanitary trunk, sanitary sewer, and watermain to serve Meadowvale Heights development and, in the future, the Nord property was completed in the fall of 1993. The contract is still open pending cleanup and turf establishment. This work is currently underway. We would anticipate this project being finaled within the next 30 days. 10. TH 10 Trunk Sanitary Sewer This project completed the trunk sanitary sewer from Main Street and TH 10 down along TH 10, including a new lift station and forcemain into the wastewater treatment plant. The work was completed in the fall of 1993. The new lift station was put into service in the spring of 1994, and the restoration of the disturbed areas is currently being completed. We would anticipate this project being finaled within the next 30 days. 11. NE Area Trunk Water Improvements e This project constructed a trunk watermain from Hillside Estates 1st Addition to the new water tower. Along with the construction of the watermain, lateral sanitary sewer to serve future phases of Hillside Estates was also constructed. The project began in 1993 and was shut down due to weather. Construction resumed earlier this spring. The improvements are now all in place and the Contractor is finishing up restoration work. Once again, we would expect the contract to be finaled within the next 30 days. 12. Hillside Estates 2nd Addition This is a Developer performed project which was undertaken by Rick Foster in the fall of 1993. The utilities were put into place and the project was then shut down due to inclement weather. Now that weight restrictions are off, we would expect the Contractor to mobilize shortly and complete construction of the street section. The total project should be completed by early to mid-June. 13. Concord Street Improvements e This project consists of the upgrading of a currently private road to a City standard with the City then taking over maintenance and ownership responsibilities. The road is currently dirt or gravel surface and is proposed to be upgraded to bituminous surface. The feasibility study has been presented to the City Council and a public hearing is scheduled for the June 6, 1994 City Council meeting. If the project proceeds after the public hearing, plans and specifications would be prepared, the 230/000-1106.may e Mr. Pat Klaers May 10, 1994 Page Four project bid, and construction completed in the summer and fall of 1994. 14. 1994 Overlay Improvements Based on a recommendation from Phil Hals, the City Council authorized a feasibility study for the bituminous overlayment of the existing streets and Greenhead 2nd Addition and Peterson Addition. This feasibility has been completed and presented to the City Council. The public hearing is scheduled for June 6. If the project proceeds from there, plans will be prepared, bids received, and the overlays be done in late summer. 15. NE Area Trunk Sewer and Water Improvements e Bids have been received and the contract awarded to Arcon Construction for the NE Area Trunk Sanitary Sewer and Watermain improvements. This is the facility which will serve Elk Park Center, Oak Parc, and the Hillside Estates area. The preconstruction meeting for this project is scheduled for Tuesday, May 10. We would anticipate the Contractor beginning work approximately a week later. The construction will be done concurrently with the mass grading by Kraus Anderson on the project site. We would anticipate the utilities being in and ready for hookup by late fall 1994. 16. Elk Park Center Internal and External Street Improvements This contract includes the upgrading of School Street between Jackson and TH 169, Jackson Avenue between School Street and TH 169, and the construction of Freeport Avenue between School Street and Jackson Avenue. The intersections of School Street and Jackson, and School Street and Freeport will be signalized with this project. The intersection of School Street and TH 169 will have an additional left turn lane for northbound traffic along w~th the revised signal, and finally, 191st between Freeport and TH 169 will be constructed, including deceleration and acceleration lanes for the right-in/right-out movement. This project is scheduled to be bid on May 18. It will be presented to the City Council at a meeting after that. Anticipated construction start date would be the second week of June after the school session is out for the summer. The project will require all of 1994 to complete, with the final lift of blacktop likely being postponed until the spring of 1995 to ensure the quality of the construction. The signal installations will be complete but likely not operational by the time the 1994/1995 school year starts. It is more likely the signals will go into operation later in the fall of 1994. e 230/000-1106.may e Mr. Pat Klaers May 10, 1994 Page Five 17. Elk Park Center Internal Improvements The internal sanitary sewer, water, storm drainage, and parking lot improvements for the Elk Park Center development will be undertaken by Kraus Anderson. It is anticipated that grading will be starting within the next 7-10 days, followed closely behind by the remainder of construction. We will be involved in the inspection of this work. It is anticipated that work will continue right up until the fall of 1994. 18. Right Turn Lane on TH 10 at Oxford Street Plans have been completed for the right turn lane at Oxford Street on TH 10. This turn lane was required as part of the development of the convenience/gas station at the comer. This project was included with the street improvements associated with the Elk Park Center development. Bid date is scheduled for May 18. Work will be completed during 1994. 19. Country Crossing e The preliminary plat of Country Crossing has been approved by the City Council. The Developer is proceeding with plans for the improvements associated with this development. It is anticipated that grading of the site will begin within the next week to 10 days. The utility and street construction will likely begin by late June to early July with construction completion by the fall of 1994. 20. Cherryhill Bluffs 4th Addition This is the portion of that project which consists of the cul-de-sac heading north out of Cherryhill Bluffs 2nd Addition. The Developer is proceeding with plans and specifications for the utility and street improvements. This area was graded as part of the 2nd Addition improvements. It is anticipated that construction will begin within the next 60 days and be complete in the summer of 1994. 21. Hillside Estates 3rd Addition e This is the section of street heading out of the 1 st Addition toward the elevated water tower. The 3rd Addition consists of approximately 9 lots. The 1st, 2nd, and 3rd Additions were all preliminarily platted at the same time. The final plat for the 3rd Addition will be presented at the City Council at the May 16th meeting. The watermain and sewer have already been installed as part of the project that brought the trunk watermain to the water tower. Therefore, only street and storm drainage improvements will be needed to complete the improvements for this area. Elk River Crossing Development This is the proposed commercial development located on the Earl Hohlen property on the east side of TH 169 at Main Street. The Developers have submitted an entire package to City staff at this point, minus one component which should be coming in shortly. That component is traffic issues which are waiting for comment from MnDOT's Brainerd office. The submittal package is currently being reviewed by City staff and is anticipated to begin its way through Planning Commission and City Council next month. 23. Hillside Crossing Development This is the commercial property located adjacent to TH 169 at 193rd Avenue. This is part of the preliminary plat for Hillside Estates 1st, 2nd, and 3rd Additions. The Developer is currently working with City staff to complete the submittal package. The package will then be reviewed and brought forward to the Planning Commission and City Council next month. e 24. Western Area Phase 2 Improvements This project includes the extension of trunk sanitary sewer and water westerly to serve the County facility. It also includes the extension of Orono Parkway to Joplin, the construction of Joplin from County Road 30 to TH 10, and potentially the extension of utilities throughout the Sandpiper Estates development. The feasibility study has been ordered and will be presented to the City Council at their June 6th meeting. If the City Council desires to have sewer and water available to the County in 1994, plans and specifications will likely have to be ordered concurrently with the scheduling of a public hearing on this project. The feasibility study will provide more detailed information relative to project schedule. 25. East TH 10 Utility Improvements The study is currently being worked on. A draft report should be available by late June. From these, meetings could be held with the affected property owners. The construction of these improvements is dependent on the WWTP upgrade being completed. 26. CSAH No.1 e The City Council previously passed a resolution requesting that Sherburne County prioritize the improvement of CSAH #1 from Proctor Avenue up to the golf course. The County Engineer has indicated that he will attempt to budget for this improvement over the 1995-1996 construction seasons. We are currently working 230/000-1106.may e Mr. Pat Klaers May 10, 1994 Page Seven with the County Engineer to prepare cost estimates to assist him in budgeting for this improvement. If we are able to get County funding available for 1995 construction of this project, it is likely the County will look for the City to be the lead agency and prepare the plans and specifications. This work would likely begin in late summer of 1994, culminating in a bid in the spring of 1995 and construction thereafter. 26. Old City Hall Site Grading and Parking Improvements We are currently working on a grading plan to provide for parking and roads to serve the Chamber of Commerce office, in addition to providing for Park and Ride facilities. These plans are currently in the review stage. If the City decides to proceed with these improvements in 1994, the construction documents will need to be prepared and possibly a change order to the School Street/Jackson Avenue contract authorized to accomplish the construction during the 1994 construction season. 27. Gravel Mining EIS e This document has been presented to the City Council in draft form, and comments have been received. The comment period is now closed. The responses to the various comments received have been developed. The answers and final document are being presented to the miners and will shortly be presented to the City Council for adoption. 28. Miscellaneous Other items that are currently being worked on are the surface water management fee/storm sewer impact fee and the trunk sanitary sewer and water fee. We are currently working with staff to develop positions on these which we anticipate presenting to the City Council in the next few weeks.
