SUBJECT: Premise permit for Elk River Youth
Hockey to operate charitable gambling
INTRODUCTION
The Elk River Youth Hockey organization has made application for a premise
permit to operate pull-tabs from Dick's Riverfront Bar.
BACKGROUND

On February 28, the City Council adopted Resolution 94-16, approvmg a
premise permit for Elk River Youth Hockey. Due to unforeseen
circumstances, the Youth Hockey organization did not submit the application
for charitable gambling to the State within the 60 day time-frame
requirement. Because the 60 day deadline was not met, the State Gambling
Control Board has required that the City adopt a new premise permit
resolution.
The premise permit resolution is attached. This resolution repeals
Resolution 94-16 and grants council approval of a premise permit for Elk
River Youth Hockey.
ACTION REQUESTED
Council motion to adopt the attached resolution granting approval of a
premise permit for Elk River Youth Hockey.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REPEALING RESOLUTION 94-16
AND APPROVING PREMISE PERMIT
FOR ELK RIVER YOUTH HOCKEY
TO OPERATE CHARITABLE GAMBLING AT
DICK'S RIVERFRONT BAR
WHEREAS, as requested by the Minnesota Charitable Gambling Board,
Resolution 94-16 is hereby repealed; and
WHEREAS, the Elk River Youth Hockey organization has reapplied for a
premise permit; and
WHEREAS, the premise permit would allow the operation of pull-tabs
through charitable gambling on the premise; and
e WHEREAS, the premise upon which the gambling will be conducted is
Dick's Riverfront Bar located on Main Street in Elk River.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Elk River grants its approval of a Premise Permit to Elk
River Youth Hockey to operate charitable gambling at Dick's
Riverfront Bar.
Passed and adopted by the Elk River City Council this 16th day of May,
1994.
