SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL THURSDAY, SEPTEMBER 14,2006 Members Present: Mayor Klinzing, Counci1members Dietz, Motin, and Farber Members Absent: Counci1member Gumphrey Staff Present: City Administrator Lori Johnson and City Clerk Joan Schmidt 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council acting as the Canvassing Board was called to order at 5:00 p.m. by Mayor Klinzing. 2. Canvass Results of PrimaJ:y Election City Clerk Joan Schmidt reviewed the primary election results from Tuesday, September 12, 2006. . MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY COUNCILMEMBER FARBER TO ADOPT RESOLUTION 06-107 CANVASSING THE SEPTEMBER 12,2006 MUNICIPAL PRIMARY ELECTION RESULTS. MOTION CARRIED 4-0. 3. Canvass Results of Special Election City Clerk Joan Schmidt reviewed the special election results from Tuesday, September 12, 2006. The City Clerk presented affidavits of posting and publication of a Notice of Special Election held in accordance with the resolution adopted on July 17, 2006, authorizing said election to vote on the question of the Economic Development Authority of the City of Elk River issuing bonds in an amount not to exceed $12,000,000, secured by the pledge of the City's full faith, credit and resources to defray the expense of the acquisition and betterment of a recreational facility to be owned by the EDA and leased to the YMCA of Metropolitan Minneapolis, and also presented the official returns. Said affidavits and returns were duly examined and approved. . MOVED BY COUNCILMEMBER FARBER AND SECONDED BY COUNCILMEMBER MOTIN TO ADOPT RESOLUTION 06-108 CANVASSING THE SEPTEMBER 12, 2006 SPECIAL ELECTION RESULTS REGARDING THE QUESTION OF BONDS TO BE ISSUED BY THE ECONOMIC . DEVELOPMENT AUTHORITY OF THE CITY OF ELK RIVER IN AN AMOUNT NOT TO EXCEED $12,000,000 TO DEFRAY THE EXPENSE OF THE ACQUISITION AND BETTERMENT OF A RECREATIONAL FACILITY OWNED BY THE AUTHORITY AND LEASED TO THE YMCA.
