RE: EXTERNAL STREET IMPROVEMENTS
ELK PARK CENTER
Dear Mr. Klaers:
As you are aware, part of the recently bid project for the internal and external street
improvements included improvements on TH 169 and TH 10 near Proctor Street. The specific
improvements are an additionalletl: turn lane on northbound TH 169 at School Street, a right-
in/right-out at 191st entering Elk Park Center, and the right turn lane on westbound TH 10 at
Oxford Street. The plans for all three of these improvements have been set up in accordance
with State Aid Standards with the idea that the City may want to withdraw State Aid dollars for
the improvements. Even though the Developers of Elk Park Center and the Beaudry
Convenience Station are funding the improvements, this is a method for the City to also
withdraw State Aid dollars for the same improvements, thereby getting control of their State
Aid funds. In order to preserve the ability to do this, the two attached resolutions need to be
adopted by the City Council. These two resolutions request authorization to expend State Aid
dollars off of the State Aid system on the Trunk Highway system.

RESOLUTION 94 -
CITY OF ELK RIVER
WHEREAS, it has been deemed advisable and necessary for the City of Elk River to participate
in the cost of a construction project located on TH No. 10 within the limits of said
municipality, and
WHEREAS, said construction project has been approved by the Commissioner of Transportation
and identified in his records as S.A.P. No. 204-010-03.
NOW, THEREFORE, BE IT RESOLVED: That we do hereby appropriate from our Municipal
State-Aid Street Funds the sum of $14,776.00 (Engineer's Estimate of Cost) to apply toward the
construction of said project and request the Commissioner of Transportation to approve this
authorization.

of Minnesota, do hereby certify that the above is a true and full copy of a resolution duly adopted
