RE: EXTERNAL/INTERNAL STREET IMPROVEMENTS
ELK PARK CENTER
Dear Council Members:
We have tabulated the bids opened on Wednesday, May 18, 1994, at 10:00 a.m. for the
internal and external street improvements associated with the Elk Park Center project. There
were a total of six bids received. The following table lists each of the bidders and their total
bid.

The components of the improvements contained in this project are the reconstruction of
School Street between Jackson Avenue and TH 169, the reconstruction of Jackson Avenue
from School Street to TH 169, the construction of Freeport A venue from School Street to
Jackson Avenue, the construction of 191st from Freeport Avenue to TH 169, the addition
of a left turn lane on northbound TH 169 at School Street, the construction of acceleration
and deceleration lanes on TH 169 at 191 st Avenue, the signalization of the School Street/
Jackson Avenue intersection, the signalization of the School Street/Freeport Avenue
intersection, the modification to the School Street/TH 169 signal, and in addition, the turn
lane on TH 10 at Oxford Avenue was also included in this project. The feasibility study
prepared in February 1994 for the Elk Park Center project estimated the construction costs
for these improvements at approximately $2.27 million. The low bid received from Forest
Lake Contracting, Inc., is several hundred thousand dollars below this estimate. As you are
aware, a portion of these improvements are to be 100% financed by the Developer and
portions are to be partially funded by the Developer and partially by Municipal State Aid

turnback funding. Until construction is complete and the actual cost of each segment is
analyzed, it will be difficult to predict how much of the cost savings is attributable to the
Developer's improvements and how much to the City's funded portion.
Forest Lake Contracting, Inc., has previously completed similar type projects. However,
none of these have been in the City of Elk River. Most recently, they have completed
projects similar to this in northern Anoka County. We have also worked with them in the
past in other client communities. We would recommend award to Forest Lake Contracting,
Inc., in the amount of $1,673,873.71 as the lowest responsible bidder. Attached is a draft
resolution for the City Council's consideration that authorizes the award and the execution
of the contract with Forest Lake Contracting, Inc. MnDOT is still in the process of
reviewing and approving the State Aid fundable portions of this project. Therefore, the
award of the contract should be contingent upon MnDOT approval of the plan.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MA TIER OF THE
SCHOOL STREET, JACKSON A VENUE, FREEPORT A VENUE,
AND TH 169 AND TH 10 TURN LANES IMPROVEMENT OF 1994
WHEREAS pursuant to Resolution 94-22, competitive bids were solicited and received for
the School Street, Jackson Avenue, Freeport Avenue, and TH 169 and TH 10
Turn Lanes improvement as set forth in the bid tabulation attached hereto and
incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility
of the bidders and determined that Forest Lake Contracting, Inc., is the
lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:

The Mayor and City Administrator are authorized and directed to execute, on behalf
of the City, such contract with Forest Lake Contracting, Inc., as is approved by the
City Attorney for the completion of the School Street, Jackson Avenue, Freeport
Avenue, and TII 169 and TH 10 Turn Lanes improvement according to the approved
plans and specifications designated in Resolution 94-22.
2. The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract above specified.
