RE: CONCORD STREET IMPROVEMENTS
Dear Council Members:
As you are aware the public hearing for the proposed Concord Street Improvements is
scheduled for the June 6th, 1994 City Council Meeting. You will recall this was a
petitioned project by the homeowners living on Concord Street. Concord Street is
currently a private road with a sand or gravel base. The abutting residences are
interested in having the road upgraded and then taken over by the City for the purposes
of ongoing maintenance and ownership. Previous to the authorization of the feasibility
study, the homeowners requested information which was provided to them at an
informational hearing where several options for street improvements were discussed and
estimated costs presented. Based on that information, the homeowners presented a
petition to the City requesting a bituminous upgrade which is discussed in detail in the
feasibility study. This project is proposed to be 100% assessed to the benefiting property
owners.
At Monday evening's City Council Meeting, we will be prepared to make a presentation
of the proposed improvements and answer any questions. At the close of the public
hearing, if the Council desires to move forward with this project, consideration should
be given to adopting the attached resolution which orders the project and authorizes
preparation of the plans and specifications. Since this project was petitioned for by the
affected property owners, this resolution only requires a simple majority for passage.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE CONCORD STREET IMPROVEMENT
OF 1994
WHEREAS a public hearing relating to the Concord Street improvement was held before the
Elk River City Council after ten days mailed notice and two weeks published notice
of the hearing was given; and
WHEREAS the City Council has duly considered the Feasibility Report and those matters
presented at the public hearing by those persons desiring to be heard on the matter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Concord Street improvement is hereby ordered as recommended in the Feasibility
Report dated April 27, 1994.
2. MSA, Consulting Engineers is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications for the
making of the improvement and the solicitation of competitive bids.
