RE: WESTERN AREA PHASE II IMPROVEMENTS
Dear Council Members:
Attached is a Feasibility Study for the Western Area Phase II improvements. This project
consists of the extension of trunk sanitary sewer and watermain from its current location at
the west edge of the City Hall property westerly approximately one-half to three-quarters of
a mile to serve the County Administration Building. In addition, this report discusses the
extension of trunk storm sewer along the same alignment. Also, the construction of Orono
Parkway westerly to the intersection of Joplin Street and the construction of Joplin Street
from County Road 30 to Trunk Highway 10 are also discussed. Finally, the report discusses
the extension of City utilities, storm drainage, and new urban street construction within the
Sandpiper Estates Subdivision.
We understand that the goal of the County is to have City utilities available to serve the
Administration Building in 1994. We have included a schedule in the Feasibility Study
which will accomplish this goal. In order to proceed on this schedule, we would recommend
the City Council consider the two attached resolutions. The fIrst resolution accepts the
Feasibility Study and orders a public hearing, and the second resolution authorizes the
preparation of Plans and SpecifIcations. In order to get construction accomplished in 1994,
it will be necessary to begin Plans and SpecifIcations immediately so this work can be done
concurrently with the approximately four to six weeks it takes to notify property owners of
the public hearing.
If you have any questions regarding this information, I will be in attendance at your June 6,
1994, City Council meeting.

RESOLUTION 94-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE
WESTERN AREA 2ND PHASE TRUNK SANITARY SEWER,
WATER, STORM SEWER, AND STREET
IMPROVEMENTS OF 1994
WHEREAS the Feasibility Report ordered by the Council in Resolution 94-49 has been
prepared with reference to the Western Area 2nd Phase Trunk Sanitary Sewer,
Water, Storm Sewer, and Street Improvement and was received by the City on
June 6, 1994; and
WHEREAS the Feasibility Report recommends that the proposed improvement is feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The City Council will consider the Western Area 2nd Phase Trunk Sanitary Sewer, Water,
Storm Sewer, and Street improvement as described in the Feasibility Report and the
assessment of the property abutting this proposed improvement for all or a portion of the
cost of the improvement pursuant to Minnesota Statutes, Section 429 at an estimated total
cost for the improvement of $2,778,200.
2. A public hearing shall be held before the City Council on the proposed improvement on
the 18th day of July, 1994, at 7:00 o'clock p.m. at Elk River City Hall.
3. The City Administrator shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the hearing, and
mailed notice ten days prior to the hearing as required by law.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING PREPARATION OF
PLANS AND SPECIFICATIONS IN THE MATTER
OF THE WESTERN AREA 2ND PHASE
TRUNK SANITARY SEWER, WATER, STORM SEWER,
AND STREET IMPROVEMENT OF 1994
WHEREAS a public hearing relating to the Western Area 2nd Phase Trunk Sanitary Sewer,
Water, Storm Sewer, and Street Improvement has been scheduled and will be held
before the Elk River City Council after ten days mailed notice and two weeks
published notice of the hearing have been given; and
WHEREAS the City Council has duly considered the Feasibility Report; and
WHEREAS in order to maintain the option of undertaking this improvement during 1994;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. MSA, Consulting Engineers is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications for the
making of the improvement and the solicitation of competitive bids.
