Representative Klinzing could not make it to this meeting and is scheduled to come to the City Council meeting on 6/27/94. Representatives of the Fire Department are aware of this 6/13 special meeting and some members may attend as individual firefighters or as representatives of the Department to provide input to the Council on the Fire Chief job description. e ATTACHMENTS: . Some of the background material from 1989 from the 5/9/94 joint meeting may assist us in finding the right terminology to add a duty or responsibility to the existing job description. The current job description is still valid and is a very general job description that could be appropriate for many suburban communities. I believe that Assistant Chief Nystrom's comments are very good and should be incorporated into the updated job description. Additionally, the City may P.O. It should be noted that the position title is Fire Chief/Fire Marshal. It seems appropriate to keep this position title the same, and once a new Chief is hired, let that individual make a recommendation to the City Council on the Fire Marshal title and job. As you can see from the last attachment, there have been a number of Fire Chief positions that have recently been advertised in the Minneapolis paper. It seems like the Woodbury Fire Chief position and description is most similar to what we are looking at in Elk River. Some of the terms in the Coon Rapids and St. Louis Park advertisement may also be relevant to include in our advertisement. Administration -- Coordinate volunteer fire fighter program. Create and manage Department budget and review with City Administrator for approval by City Council. Plan the staffing, organization, and function of the volunteer personnel in order to ensure an efficient and effective program for fire prevention and protection. Farber and Holmgren Fire Department members Present: Eighteen Fire Department members including Chief Anderson, Assistant Chiefs Nystrom, Trunnell, and McCartney Staff Present: Pat Klaers, City Administrator 1. Call Meetina To Order Pursuant to due call and notice thereof. the work session of the Elk River City Council and Rre Department was called to order at 5:30 p.m. by Mayor Duitsman. 2. Work Session Discussion Assistant Chief Jim Nystrom started the meeting with introductions of all the members present. e Jim stated that the Fire Department has started work on the selection of a new Fire Chief and offered some background information on the responsibilities of the Chief's position. Jim distributed some handouts related to the duties of the Fire Chief. a sample Fire Chief job description, and some chain of command and. assignment options for the Fire Department as it relates to the Fire Chief position and the implementation of a fire inspections program. Jim also reviewed the tentative timetable for the Fire Department to offer recommendations to the City Council on the priorities of the Department relative to the Chief's position and an inspection program. Mayor Duitsman indicated that no decisions have been made at this time by the Council and that they are open to looking at all options to fulfill the needs of the Department and to fulfill the needs for an inspections program. The Mayor indicated that in his mind the number one responsibility of the Fire Chief is to be the leader at the fire scene and the number two responsibility is the inspections program, and all other duties fall behind these top two assignments. Discussion took place regarding whether or not the Fire Department could function with a volunteer Chief and a full time Fire Marshal to do inspections. It was noted that if the Department goes to a volunteer Chief position, then more responsibility would fall on the Assistant Chiefs and some minor financial compensation would have to be made for this additional responsibility. e Discussion took place regarding the chain of command sheets that were distributed and the fact that the Fire Marshal would report to the Fire Chief regardless if the Chief is a full time or volunteer position. It was acknowledged that if the Chief is a volunteer position and the Fire Marshal position is established, City CouncilfFire Department Work Session May 9, 1994 .,'" .. Page 2 ------------------ e then this Fire Marshal position could help in the administrative responsibilities of the Fire Department. Fire Chief Russ Anderson expressed his feelings that the City was ready for a full time Fire Chief and a full time Marshal and that the work load merits these two positions. Russ also indicated that, from his point of view, the number one inspection priority is the apartment complexes. The Fire Department as a group was adamant that the Chief has responsibility for all things related to the fire inspection program and that the Marshal should report directly to that position. Also, the Department was adamant that the Fire Chief position, whether a volunteer position or a full time position, should be filled from within the Department. Discussion took place regarding whether or not a full time Chief vacant position must be advertised and, regardless of whether the position is advertised, how the City responds if it receives applications for the position from outside the Elk River Fire Department (Le., Fire Department employees from suburban communities). Assistant Chief Nystrom indicated that the Department would be ready to make a recommendation to the Council in June on their desires for the Fire Chief position and the inspections program and on the goals of the Fire Department for the next few years. e The Council indicated its desire to have some priorities on the options presented by the Department as it may not be possible to meet all of the goals of the Rre Department at the present time. The prioritizing of the options will help the Council understand what are the ultimate goals and how it can move forward to achieve those goals. At this time (6:50 p.m.), the City Council recessed and indicated that it would reconvene at the Elk River City Hall to do a few brief "Other Business" items. At 7:05 p.m. the City Council meeting reconvened at Elk River City Hall. 3. Other Business The City Administrator requested permiSSion from the City Council to hire a Receptionist intern, Kristy Mansfield, who currently attends Elk River Senior High and a local Junior College. The Administrator indicated he would like to pay Kristy the minimum wage and, when appropriate, adjust this pay to $6.00 per hour based on her work performance. COUNC/LMEMBER HOLMGREN MOVED TO AUTHORIZE HIRING KRISTY MANSFIELD STARTING AT MINIMUM WAGE. COUNC/LMEMBER SCHEEL SECONDED THE MOTION. The first item discussed was the payment to fire fighters for training. Russ Anderson had distributed information regarding payment of training and rates in other cities. The Council discussed the rate per hour and decided that staying consistent with the rate of pay for fire Calls would be appropriate. In addition. fire fighters should be paid only for actual training hours or credit hours received for weekend seminars. Lori Johnson. provided history information regarding the State Aid funds received and the City contribution to the Fire Relief Association. The Council discussed their reluctance to tie the City contribution to a percentage of the State money. It was Council consensus Council requested Staff and versus annual payouts for Relief Association. to table this issue and study the request. The City Auditor. Gary Groen. to investigate monthly fire fighters retirement benefits from the Fire The Fire Department financial issues as discussed during the 1988 Audit presentation will be taken care of administratively between the Finance Director and the Fire Chief. In addition there were discussions concerning the ambulance service; an agreement will be drafted between the Elk River Ambulance and the City of Elk River regarding the ambulance's relationship to the City. It was also agreed that the ambulance fund will be audited annually by the City's Auditor. The Paid Fire Fighter Full Time Position Selection Committee was then discussed with input from the volunteer fire fighters. Fire Chief Job Description The City Administrator indicated to the Council that he had prepared. as per their request. a proposed Fire Chief job description. a memo discussing the allocation of time for the Fire Chief. a memo discussing the 1989-90 goals for the Fire Chief. a memo on the selection of a future Fire Chief after Russ Anderson and a memo on the wages for a full time Fire Chief. ~ The Council discussed the job description presented for a Fire Chief/Fire Marshal. A concern the Council had was regarding minimum qualifications and experience. It was the consensus that five years training and experience in a volunteer fire department was not sufficient as a minimum qualification. The volunteer description should be moved under desireable qualifications and further that the five years be changed to ten years experience in a Fire Department. The Council discussed the Fire Chief allocation of time which was submitted by the City Administrator. Mayor Tralle questioned whether the Captains in the Fire Department would be given more responsibility. Fire Chief. Russ Anderson. indicated that he felt the firemen were working at capacity now as they are volunteer and they spend many hours at the Fire Station and on duty. Discussion was held by the Council regarding the Fire Chief's salary and the full time position and whether he would receive extra pay for attending fires. The consensus of the Council and Fire Chief was that he would receive no additional pay. The Council discussed the fact that making the Fire Chief position a full time position would result in recommended modifications to the applicable bylaws and ordinances.
