The cost estimate for 221st Avenue includes approximately two miles between
Highway 169 and County Road 1 (Proctor Avenue). About half of the total
road length (County Road 1 to Quinn St.) would only require minor widening,
shaping and paving. The remaining portion (Quinn St. to Hwy. 169) will
require major vertical and horizontal realignment. Additional right-of-way
would have to be aquired and a large amount of cutting and filling would be
required.
The proposed road improvement would be a 30 foot wide rural section. It
would consist of 24 feet of bituminous surfacing and 3 foot shoulders on
each side. The improvements would meet MnDOT standards. The total
estimated project cost is as follows:

Dear Sir:
The City of Elk River is considering a road improvement project
on 22lst Avenue between CSAHl (Proctor Avenue), and Trunk Highway
169, ~n 1986. The improvement would consist of upgrading the
existing gravel road to a bituminous surfaced 9-Ton roadway in
accordance with Municipal State-Aid Standards. Along with the
upgrading there would be modifications to the vertical and
horizontal alignment.
It is estimated the total cost of these improvements would be
approximately $325,000. The City of Elk River is willing to fund
a portion of this cost with Municipal State Aid construction
funds. It will be difficult, however, to prove benefit to the
abutting properties and assess the remainder of the cost.
Therefore, the City is soliciting your input and answers to the
following questions:
1. Would you like to see 22lst Avenue upgraded?

2. Would you be willing to participate in some form of cost
sharing to accomplish this project?
3. If so, what amount of cost participation would you be
willing to share?
4. What would be your preferred method of cost sharing?
(i.e. lump sum payment, time payment over 3, 5, or 10
years)
