MEMORANDUM TO: MAYOR & CITY COUNCIL FROM: PAT KLAERS, CITY ADMINISTRATOR DATE: MAY 26, 1994 SUBJECT: CIP REQUEST - 221ST STREET The City discussed improvements to 221st Street in 1993 and actually reviewed but rejected bids for this improvement project. This route from Highway 169 to County Road 1, and especially the curved area near Highway 169, has been a high priority of the City Council since the mid 1980's. The total cost for this gravel improvement project, including overhead, is somewhere in the $115-$120,000 range. e A major issue with this project is the obtaining or exchanging of right-of-way in order to straighten out the curves. Staff has been directed to obtain the appropriate right-of-way from the adjacent property owners, but this is very difficult to accomplish without the land owners knowing when a project is scheduled to happen. Accordingly, staff is looking for direction from the City Council to move forward with this project. This issue is on this meeting agenda due to the Audit being presented at this time. Beyond the right-of-way issue, the other major concern with the project was funding. At this time, after the 165th and Jarvis project, the Street Reserve has cash of approximately $142,000. Also, the Capital Projects Reserve has cash of over $200,000. The City can finance the realignment and gravel improvements to 221st from both the Capital Projects and the $treet Reserves. It is suggested that we finance the project through one-half Capital Projects and one-half Street Reserves. Also, it is recommended that the City Council order the advertisement for bids for this project upon receipt of the appropriate right- of-way from the adjacent property owners.
