Introduction
Annual review of snow and ice control policy.
Discussion
In past years, the City Council has been asked annually to review and adopt the snow and ice control
policy. If there are no changes to the policy, staff suggests that it would not be necessary to annually
review or adopt the policy by motion because the most recendy approved policy remains in place.
The snow and ice control policy remains unchanged from last year, but there will be some minor changes
in plowing operation. The most significant change will be the elimination of contractor plowing of cul-
de-sacs. Between the Street and Park Department, we have enough equipment and operators to handle
the cul-de-sac plowing "in house," thus freeing up those funds for other uses.
Typical snow removal operations will be:
. 9 street routes with trucks
. 4 cul-de-sac routes with 2 loaders, 1 tractor, and 1 pickup
. 1 sidewalk route
. 1 hiking trail route.
The prominent issue from the public standpoint is the winter parking ordinance; no parking on al!Y ciry street
2:00 a.m. to 6:00 a.m., November 15 to April 15. Staff is proposing to publish the ordinance in the city
newsletter, the Star News, and by posting large signs (24" x 30" Sign #1) on the more heavily traveled
streets. Smaller signs (18" x 24", Sign #2) will be posted in areas where parking violations are more
frequent. This will not change the existing ordinance, just the placement and number of signs.
Financial Impact
Approximately $1,000 for sign making materials.
