NRG Transfer of Ownership
Introduction
Resource Recovery Technologies, lLC (RR1) is planning to purchase the Elk River Resource Recovery
facility located at 10700 165th Ave NW. The facility currendy holds an Amended Conditional Use Pennit
and a Solid Waste License from the City covering its operations. The purchase is expected to close on or
about October 31,2006.
Discussion
In 1994, NSP transferred ownership to NRG. NRG's name was then put on the CUP and license. Staff
is proposing to do the same by changing NRG's name to Resource Recovery Technologies, I.LC (RR1)
on both the CUP and license. Representatives from NRG will be present at the meeting to further
discuss this.
NRG has offered to provide a tour of their facility for the City Council. Staff will arrange an appropriate
time.

Transfer of Ownership
Dear Council Members:
We are pleased to notify the City of Elk River that Resource Recovery T~chnologies. LLC
(RRT) plans to purchase the Elk River Resource Recovery Facility located at 10700 l6Sth Ave
N.W. in the City of Elk River. The facility cuuently holds an Amended Conditional Use permit
and a Solid Waste License from the City of Elk River covering its operations.
RRT signed an agreement to purchase the Elk River Resource Recovery Facility from NRG
Energy, Inc. on August 31, 2006, and the parties expect to close on or about October 31, 2006.
This agreement also provides, among other things, for RRT to acquire the Becker Ash Landfill
and the Ramsey/Washington Resource Recovery FacUity. . Foilowing the closing, RRT
anticipates that it will continue to operate the Elk River Facility in substantially the same manner
as it has been operated by NRG Energy, Inc.
