INFORMATION #7 10-16-2006 MEMORANDUM TO: Mayor and City Council FROM: Lori Johnson, City Administrator DATE: October 16,2006 SUBJECT: Follow up on Contributions to Elk River Area Arts Alliance Following the Elk River Area Arts Alliance presentation, the Council requested additional information from Laurie Beil, Executiv-e Director of the Arts Alliance, and from city staff. Attached is a letter from I:vls. Beil ,vith additional documentation responding to the Council's questions about funding and programs. Further, attached is contribution data from 1998 through 2006. The city has contributed to the Arts Alliance $10,000 for the last four years and benveen $5,000 to $8,000 per year prior to that. ~At the Councillneeting, Mayor I<linzing also commented on the fact that the city cannot give to all charitable organizations. She is correct in that the statutes allow cities to contribute to only a select group of organizations such as food shel\ies, historical societies, senior and youth centers, and artistic organizations. Attached is the statute for appropriation for artistic activities. The contributions to the Elk Ri~ler i\rea Arts Alliance fall under this statute. This issue \vill be discussed again when the general fund budget is set.
