RE: SANDPIPER ESTATES INFORMATIONAL MEETING
Dear Council Members:
On Wednesday evening, June 22, 1994, staff held an informational meeting at 6:30 p.m. for
property owners in the Sandpiper Estates Development. According to the signup sheet, a
copy of which is attached, there were fifteen property owners represented at the meeting.
It should be noted that Mr. Bill Gagne is the owner of approximately seventeen of the vacant
lots within the development. Also attached is a copy of the overhead material that was
presented at the meeting. A copy of all of this material has been mailed to each of those in
attendance at the meeting.
We indicated, at the meeting, that the extension of trunk utilities westerly will require the
crossing of 183rd Avenue within Sandpiper Estates with trunk sewer and water and the need
to loop the watermain would require the extension of watermain southerly along the most
westerly north-south street. We told those in attendance that the decision before the City
Council was not an option of whether or not to avoid the Sandpiper Estates area. The
question was really one of since we are going to disrupt approximately half of the area
should we provide sewer and water, storm drainage, and new urban streets to the entire area
now or wait until a later date. There were numerous questions about how assessments would
be calculated, over what period of time they would be payable, and at what interest rate.
There were also several questions about additional cost for the hookup of the sewer and water
to the individual homes.
There was a substantial amount of discussion and questions relative to the timing of the
improvements and why the homeowners in the area did not have more knowledge of the
potential sewer and water. We explained the process of the plat being approved in 1987, the
developer waiting until 1990 to construct the improvements and develop the plat. At that
point and time it was known that sanitary sewer and water would be extended at some date
in the future and the City required an overlay plat and prepared a statement indicating sewer
and water was coming. The statement was to be signed by each person pulling a building
permit. Many of the homeowners indicated that they had limited or no knowledge of the
potential utility extension or felt that it would be coming at a later date (in an additional three
to five years from now).

There was a small amount of discussion about the potential for subdividing lots within
Sandpiper Estates. Generally speaking most of the current homeowners indicated they
preferred to have the homes sitting on a large lot. Many of them indicated that their homes
were situated such that they didn't feel their lots could be further subdivided. There was also
discussion about each of the current homes having paid for an on site sewer system and a
private well which have obviously not served their full lifetime. There were questions about
whether or not the Council would consider a pro rata reduction in the assessment to offset
the loss of value in the on site sewer system and well at each home.
Privately, after the meeting was closed, several of the property owners indicated that they
were aware that sanitary sewer and water would be extended. They indicated that is was not
a big surprise and a few said that they would just as soon have it done now rather than wait
for a few years and run the risk that the price of assessments and hookup would be
substantially more. We closed the meeting by indicating that each property owner would
receive a notice and be invited to a July 25th public hearing before the City Council.

PUBLIC HEARING
Dear Council Members:
At your June 6, 1994 City Council meeting a resolution was adopted which received the
Feasibility Study and ordered the public hearing for the Western Area Phase II
Improvements. That resolution set the public hearing date for July 18, 1994. Staff felt it
was appropriate to not advertise for the public hearing prior to holding the informational
meeting for the property owners in Sandpiper Estates. We did not want to cause confusion
for those property owners by having them receive two notices simultaneously. As you are
aware that informational meeting was held on June 22, 1994.
Staff is prepared at this point to proceed with the notification for the public hearing. In order
to give appropriate notice, in both the paper and mail to the property owner, we are
recommending that the public hearing date be moved one week from July 18, 1994 to July
25, 1994. I have contacted Peter Beck and I am waiting for a decision from him on the
appropriate method of accomplishing this. I will be in attendance at the Monday evening
meeting and will either have a new resolution for the City Council's consideration or other
direction from the City Attorney, Peter Beck.

This le't'ter is 'to inform you that Sandpiper Estates is within
the City sewer and water district. Therefore, the possibility
of these services being extended to the area at sometime in the
future does exist. Property owners may be able to split these
101:s to help pay for the assessments if the house is located to
one side of the lot. In addition, the house will need to meet
the side yard setback of 10 feet from the future lot line.
In order to subdivide the lots, approval of an administrative
subdivision must be received from the City Council. The City
now requires single family lots to be 10,000 sq. ft. with 80
ft. of frontage. If the newly created lots cannot meet these
requirements, you will need to obtain a variance, which
requires Planning Commission review and City Council approval.

subdivision of lots within the Sandpiper Estates subdivision,
please contact City Hall.

The trunk sanitary sewer and water are proposed to stop at the east edge of the
County Administration property. However, a corridor should be acquired to
facilitate the extension westerly of these utilities in the future to serve the
remainder of the Western Area. This corridor should be from east to west across
the County Administration property and should be a minimum of 60 feet in width.
IX, COST
The estimated costs for the improvements discussed in this report are presented in Tables
1-4. Table 5 shows a summary of all the costs listed in Tables 1-4. The total project cost
includes the estimated construction cost plus 28 percent for overhead, which includes City
administration, engineering, fiscal, and legal costs. No costs have been included for the
acquisition of right-of-ways, utility or drainage easements.
