RE: JACKSON AVENUE
Dear Mr. Klaers:
We have received formal approval of the Jackson Avenue plans; however, it has been made
contingent upon the City providing a No Parking resolution. As you are aware, Jackson
Avenue is proposed to be upgraded from a rural road to a 52-foot wide urban roadway. This
design will allow for four lanes of traffic, two in each direction, with no on-street parking.
MnDOT requires that designs of this type have a resolution passed by the City Council
indicating that they will restrict the street to no parking at all times. Attached is a draft
resolution in the MnDOT format which accomplishes this.
Please put this on the next available agenda for City Council consideration. The resolution
will need to be submitted with the other paperwork to request funding for the improvements.

RESOLUTION 94 -
A RESOLUTION FOR THE CITY OF ELK RIVER
RELATING TO PARKING RESTRICTIONS ON
S.A.P. 204-104-04 MTB FROM TRUNK HIGHWAY NO. 169
TO SCHOOL STREET
IN THE CITY OF ELK RIVER, MINNESOTA
THIS RESOLUTION, passed this 5th day of July, 1994, by the City of Elk River in Sherburne
County, Minnesota. The Municipal corporation shall hereinafter be called the "City",
WITNESSETH:
WHEREAS, the "City" has planned the improvement of MSAS 104 (Jackson Avenue) from
Trunk Highway No. 169 to School Street, and
WHEREAS, the "City" will be expending Municipal State Aid Turnback Funds on the
improvement of this street, and
WHEREAS, this improvement does not provide adequate width for parking on both sides of the
street; and approval of the proposed construction as a Municipal State Aid Street
project must therefore be conditioned upon certain parking restrictions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
That the "City" shall ban the parking of motor vehicles on both sides of MSAS 104
(Jackson Avenue) at all times.
