Item Description
Su lemental A reement #1 for Coun Road 40 Construction
Introduction
As the City Council is aware; Sherburne County is currently reconstructing County Road 40. The City of
Elk River has agreed to pay a portion of the cost of this upgrade consisting of curb and gutter, detached
bituminous trail, portion of the storm sewer costs, and water improvements.
Discussion
In working with Sherburne County staff in preparing these plans, we made it known that the city would
like to have as much detached bituminous trail built with this project as possible. The original plans
included approximately 18,050 linear feet of 10 foot wide bituminous trail. Through construction
activities in the field the county has determined that they can construct another 1,300 feet of detached
bituminous trail on the west side of County Road 40. I have indicated to the county in answer to their
questions that the city would be interested in adding this additional trail along the west side since we are
hopeful to eventually have a trail along both sides of County Road 40 from CSAH 13 to CSAH 12.
Sherburne County is proposing to add this trail through the use of a supplemental agreement. Attached is
Supplemental Agreement #1, which includes a trail construction and other construction related items that
are the obligation of the county.
Financial Impact
Of the $43,146.63, it is anticipated that approximately $30,000 of this would be for the construction of
the bituminous detached trail. It is anticipated that as with the other street related city costs for the
reconstruction of County Road 40, this additional cost would be funded through the fees paid by the
development of River Park and other future adjacent properties.
