Introduction
As part of our 2005 storm sewer inspection, the storm sewer line from Deerfield III that empties into a
pond on the east side of Royal Oaks was discovered to be 70% plugged with sand.
Discussion
The City Street Department, with the help of Terry Maurer, City Engineer, further reviewed the Deerfield
III storm sewer, the pond and the pond oudet. Staff has come to the conclusion that the bog area
between the inlet and oudet has become clogged with vegetative matter, which has raised the pond level
about 30 inches. With the pond at that elevated level, the water fills the oudet of the Deerfield III storm
pipe which could freeze up solid and stop the flow, or worst case scenario, break the storm sewer pipe.
The solution is to clean the drainage ditch that runs from north to south along the east side of the pond
. and then install a culvert over the Northern Natural gas line to control the water level.
Staff has presented this proposal to the TEP Committee for their review and received their approval.
There are four homeowners with back yards adjacent to the pond. Staff will notify them individually
prior to starting this project.
Financial Impact
The cost for the ditch cleaning and culvert installation is not to exceed $9,000. Funds will come from
storm water management.
