At the November 3, 2006 City Council meeting the Council voted to accept the donation of heat pumps
from ECONAR for the library project At that time staff did not have information regarding the value of
the credit the city would receive from the contractor. Attached please find the change order to the library
contract. The credited amount is $40,000. KKE architects have reviewed the change order and believe
that it is fair and equitable.

EXPLANATION OF REQUEST:
1. Provide individual material credits for heat pumps: HP-1, HP-2, and HP-3 as specified in the construction
documents. Owner to furnish three 20 ton Econar heat pumps as a substitute for the specified heat pumps.
Contractor shall coordinate the delivery/storage and provide the installation of the Econar heat pumps per the
contract documents for a fully functional system.
2. Provide a detailed material credit list for each heat pump and any additional costs associated with this
material change for a total credit. This information is to be delivered to the Engineer and Architect by
November 1,2006 (12 noon).

Specifications
General: The GeoSource heat pump system
and the ground loop field shall be one system and
include all interconnecting piping and controls to
provide an efficient, harmoniously-balanced
package.
Ground Loop: The ground loop field shall be
constructed of high-density polyethylene or poly-
butylene piping. Its layout shall be of parallel
circuits terminated at a reducing header of
reverse-return design. All underground joints
shall be fusion-welded. The ground loop field
shall be designed to provide a 250F
water/antifreeze mixture to the heat pumps during
the month of January. The antifreeze shall be
GTF heat transfer fluid mixed 50% by volume
with water of 100-PPM grain hardness or less.
The heat pumps shall work over extended-range
ground-loop temperature variations (150F to
11 OOF). The piping shall consist of sufficient
pump capacity with suction and discharge
pressure ports. Valves shall be incorporated for
purging all debris and air from the total system.
All backfilling and grouting shall be done in
accordance with IGSHP A guidelines. All heat
pumps shall be installed with PIT ports for
pressure and temperature measurement.
Cabinet: The heat pump cabinet shall be
constructed of heavy-gauge Galvaneal corrosion-
resistant steel coated with a baked-on powder
epoxy finish and shall be insulated with 1/2"
high-density fiberglass insulation. It shall be
oriented to allow complete component service
access from the front.

Refrigerant Circuit: Compressors shall be
hermetically-sealed high-efficiency compliant
scroll mounted on vibration isolators. The water
heat exchanger shall be either non-coaxial open-
center canister-type with enhanced heat
exchanger surface, or stainless steel brazed plate.
An optional domestic water desuperheater coil of
vented double copper construction for potable
water shall have an over-temperature control. The
expansion device shall be a bi-flow thermostatic
metering valve. The reversing valve shall be of
copper construction with 24VAC control with
fail-to-heating positioning. All heat pumps shall
have a factory-installed filter/drier.
Controls: All units shall incorporate both low-
and high-pressure switches and freeze protection
with total refrigerant lockout and manual reset
upon application. All units shall have random
start and be anti-short cycle protected.
Testing and Warranty: All heat pumps shall
be factory run-tested with ASHRAE test lab
standards at simulated design conditions for a
minimum of two hours to assure component and
system integrity. All units shall be tested by and
rated in accordance with IS0-13256 and CSA
C22.2 test laboratory safety and performance
standards. All heat pumps shall carry a 2/5
residential or a 1/5 commercial warranty.

Years 1 through 2, ECONAR Energy Systems Corp. will provide a free replacement part upon prepaid return of all defective parts, F.O.B.
Appleton, MN for any part which fails to function properly due to defective material, or workmanship. * During this period, ECONAR
will cover cost of labor for the replacement of parts found to be defective; not to exceed ECONAR's published Labor Rate Schedule.
Refrigeration Components - 5 Years
Years 3 through 5, ECONAR will provide a free relacement part F.O.B. upon prepaid return of defective parts, F.O.B. Appleton, MN for
any compressor, or refrigeration components (parts only***) which fails to function properly due to defective material or workmanship.
Heat Exchangers - Lifetime
ECONAR will provide a free replacement internal heat exchanger (i.e. water to refrigerant, refrigerant to air) upon prepaid return of
defective part F.O.B. Appleton, MN (parts only) for the lifetime of the heat pump.
Commercial Applications Only: All Parts - 1 Year
**First year, ECONAR will provide a free replacement upon prepaid return of all defective parts, F.O.B. Appleton, MN for any part which
fails to function properly due to defective material or workmanship. During this period, ECONAR will cover the cost of labor for the
replacement of parts found to be defective; not to exceed ECONAR's published Labor Schedule.

· All ECONAR labeled and manufactured accessories carry a 2 year part warranty for residential duty and I year for commerical duty. All
other accessories carry the manufacturers warranty only. Labor is excluded on all accessories.
. Service must be performed by an ECONAR authorized service person.
. Replacement parts shall be warranted for the remaining warranty of the unit.
· Under no circumstances will ECONAR be liable for incidental, or consequential expenses, losses or damages.
Owners Responsibilites:
. Return warranty card to activate warranty coverage. See form #90-0147
. Provide normal care and Maintenance.
· Make products accessible for service.
'Varranty is Void if:
. Data label is defaced, or removed.
· Product has defect, or damage due to product alterations, connection to an improper electric supply, shipping and handling, accident, fIre,
flood, lightning, act of God, or other conditions beyond the control ofECONAR.
· Products are not installed in accordance with ECONAR instructions and specifIcations.
. Products which have defects, or insuffIcient performance as a result of insuffIcient or incorrect installations; poor water supply, design, or
the improper application of products. (This would include a freeze rupture)
. Products are installed, or operate in a corrosive environment causing deterioration of metal parts.

· The installing contractor will provide the warranty service for the owner. If the installing contractor is not available, contact:
