Introduction
The Council had given me permission previously to locate a candidate for hire to replace the
police officer position created by the earlier resignation of Officer George Daley. A candidate has
been located and I am requesting permission to hire the person selected.
Discussion
AnneMarie Buck is currently a Community Service Officer for the City of Maple Grove. She has
been in that position for almost ten years. She has been a police reserve for the City of Elk River
for over seventeen years.
Ms. Buck recently graduated with a degree in Law Enforcement, obtaining her BA in Criminal
Justice from Metropolitan State University. Shortly after that, she completed the skills portion of
her law enforcement training and became eligible to be hired in late October.
Ms. Buck has numerous law enforcement credentials, including certification in Crime Prevention
Through Environmental Design, certification in Child Passenger Safety, and numerous national
certifications in Crime Prevention.
This candidate is well known to our officers and the community based on her seventeen years of
volunteer experience with our police reserves. She and her family also reside in our community.
Financial Impact
I am asking to start the new employee at the second step according to the union contract. Starting
her at the bottom step would require her to take a $3.00 an hour cut in pay from her current job
as a CSO. That does not make much sense and with the candidates experience and training, the
second step starting at $21.70 an hour is a much fairer starting rate. This is a budgeted position
and funding is available now and throughout the coming budget years for this position and wage.

Action Requested
Request permission to hire AnneMarie Buck for the position of police officer starting December
18, 2006 at 0800 hours at the salary noted. She would be sworn in at the Council meeting on
December 18, 2006.
