Introduction
This is a public hearing to adopt the 2007 fee schedule. State law requires any fees dealing with land use
to be enacted through ordinance with a public hearing.
Discussion
Attached is the proposed 2007 fee schedule for council review. Fees for services are reviewed by staff
and council on an annual basis to ensure that fees charged cover the services that are provided by the city.
In the attached fee schedule, the proposed changes are highlighted in red. The current fee amount to be
changed is illustrated with a strikethrough. The department heads have made suggested changes and
Scott Clark will be available to discuss.
At the council meeting of November 13, 2006, council approved the increases to the Sewer Availability
Charge (SAC) and Park Dedication fees.

MECHANICAL PERMIT FEES
FEES REQUIRED
The Chief Building Inspector, before issuing any permit for the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, or
appendages, shall require the payment by the applicant for such permit of fees in the
amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building Inspector be
less than fifteen dollars ($15.00) plus state surcharge.
PERMIT FEE FOR HEATING. VENTILATION AND AIR CONDITIONING
APPLIANCE ITEMS. CONNECTIONS OR APPENDAGES
For any permit for the installation, alteration or repair of the above-referenced items, the
fee shall be one and one-half percent (1.5%) of the valuation of the work or as calculated
under the Uniform Mechanical Code, whichever is greater.

AN ORDINANCE OF THE CITY OF ELK RIVER
ADOPTING THE 2007 FEE SCHEDULE
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. Pursuant to Minnesota Law, and the Elk River City Code, a fee
schedule for City services and licensing is hereby adopted.
2007 Master Fee Schedule.
(a) The Code ofthe City of Elk River establishes that certain fees be set from
time to time by the Elk River City Council.
(b) City staffhas reviewed the current Master Fee Schedule for the City of
Elk River and is hereby recommending that the 2007 Master Fee
Schedule, hereto attached as Exhibit A, B, C, and D be adopted.
(c) Upon consideration and review of the Elk River City Council, the 2007
Master.Fee Schedule, hereto attached as Exhibit A, B, C, and D is hereby
adopted.
Section 2. This ordinance shall be published on December 13,2006 and shall
become effective January 1,2007.
Passed and adopted by the City Council of the City of Elk River this 4th day of
December 2006.

The City of Elk River does ordain:
On December 4, 2006, the Elk River City Council adopted Ordinance 06-_
adopting the 2007 fee schedule. This Master Fee Schedule, referred to as Exhibit A, B, C,
and D, has some slight increases. To be increased: park dedication fees; surface water
management impact fees; SAC; businesses/contractors listings; maps; subdivision
exemptions; and escrows for consulting services dealing with zoning/planning applications.
New charges: NPDES Inspection Permits; above ground swimming pool permit; and fire
sprinkler inspection. Charges reduced: sign permits and lot dimension parcel information.
A printed copy of the full text of the Ordinance and 2007 Master Fee Schedule,
referred to as Exhibit A, B, C, and D, is available for public inspection at the office of the
Elk River City Clerk, 13065 Orono Parkway, during regular business hours - 8:00 a.m. to
4:30 p.m., Monday through Friday.
This summary of Ordinance 06-_ has been approved by the City Council, by at
least four-fifths vote, on December 4, 2006. Ordinance 06-_ shall become effective
January 1, 2007.
