Introduction
At the November 20, 2006, City Council meeting, the City Council accepted the resignation of Joan
Schmidt as City Clerk effective December 31, 2006, and directed me to fill the position, giving the fIrst
opportunity to any internal candidates who qualify.
Discussion
I am pleased to inform the Council that Tina Allard, Deputy City Clerk, qualifIes for the position and has
accepted the position of City Clerk contingent upon Council approval.
Ms. Allard has completed the three year municipal clerk's certifIcation program sponsored by the
Minnesota Clerks and Finance Offlcers Association and the University of Minnesota. She will receive her
designation as a Minnesota CertifIed Municipal Clerk next spring. Tina initially came to the city through a
temporary staffIng agency to f1ll a receptionist position. The city hired her full-time in February 1998; she
progressed to secretary, executive secretary, and eventually deputy city clerk during her eight plus years of
employment with the city. Tina has a considerable amount of experience with licensing, elections,
records retention, minute taking, and the administrative aspects of city government.
The 2007 pay range for the city clerk starts at $58,565 with a maximum pay of $68,900. I am
recommending that Tina start at Step A of the city clerk range and move to Step B ($61,149) after nine
months of employment. Tina currently earns $51,626 per year.
Finally assuming the Council approves this promotion, it creates a vacancy in the executive
secretary I deputy city clerk position. It is important to have a deputy city clerk designated to sign
documents and perform duties in the absence of the city clerk. Tina and I are recommending that this
position be filled internally. If the Council concurs with this recommendation, this item will be placed on
an upcoming agenda for Council approval.

Action Requested
The City Council is asked to promote Tina Allard to City Clerk effective January 1, 2007, with the salary
as stated above.
The City Council is also asked to provide direction on staffs recommendation to fill the deputy city clerk
position through internal promotion.
