Introduction
The City Council ordered the Feasibility Study for the Irving Avenue Area Street Rehabilitation
Project in October of 2006. That feasibility study has now been completed.
Discussion
The feasibility study analyzes the reconstruction of Irving Avenue from 4th Street to School Street,
5th, 6th, ? and 8th Streets between Irving and Jackson Avenues, and the reconstruction of 5th,
5th 1;2, 6th and? Streets, Holt and Gates Avenues ~ east of Irving Avenue. It also analyzes
the overlayment of Holt and Gates Avenues, and 8 Street south of School Street and the paving
of the alleys between 8th and 5th Streets.
An informational meeting was held with the property owners on Thursday, December 7, 2006. A
copy of the presentation, sign-up sheet, and minutes from that meeting are contained in the
Appendix of the Feasibility Study. As you may expect, the biggest area of contention was
whether or not sidewalks are necessary on all streets and where they would be placed relative to
the CUrb and gutter. There was some discussion of the proposed assessment, but given the
history of other street reconstruction projects, I believe property owners were understanding what
the City Council is ttying to. accomplish.
The one area of the feasibility study that is hard to justify is the paving of the alley sections. This
is due to the fact that it is relatively expensive versus the ability to assess the property owners.
The proposed alley section is similar to the street section, because it needs to support loaded
garbage trucks in the springtime of the year. There are a limited number of properties adjacent to
the alleys and some of those do not actually utilize the alley for access to their property. There are
several lots on the alleys that have driveways onto Irving Avenue. It may be better to regrade and
regravel the alleys, ttying to eliminate drainage concerns but not pave them.
The next step in the process with this project would be to accept the feasibility study and order
the public hearing. The attached resolution orders the public hearing to be held on February 5,
2007.
Financial Impact
As with previous street reconstruction projects, the City will have a significant contribution to the
cost of street and storm sewer. It is estimated in the Irving Avenue area, given an assessment rate
of $6,650 per residential property and $1,950 for the overlay area per lot, that the City
contribution will be approximately 70 percent of the total construction cost. The Elk River
Municipal Utilities have asked for some watermain replacement and the replacement of the old
style hydrants in the area. They have agree to pay 100 percent of their proposed improvements.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND ORDERING A
PUBLIC HEARING ON THE IMPROVEMENT IN THE MATTER OF THE IRVING
AVENUE AREA STREET REHABILITATION IMPROVEMENT OF 2007
WHEREAS the Feasibility Report ordered by the Council in Resolution 06-116 has been
prepared with reference to the Irving Avenue Area Street Rehabilitation
improvement and was received by the City on December 18, 2006; and
WHEREAS the Feasibility Report recommends that the .proposed improvement is feasible;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City Council will consider the Irving Avenue Area Street Rehabilitation improvements
as described in the Feasibility Report and the assessment of the property abutting this
proposed improvement for all or a portion of the cost of the improvement pursuant to
Minnesota Statutes, Section 429, at an estimated total cost for the improvement of
$3,355,000.
2. A public hearing shall be held before the City Council on the proposed improvement on the
5th day of February, 2007, at 6:30 o'clock p.m. at the Elk River City Hall Council Chambers.
The City Clerk shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the hearing, and
mailed notice ten days to the hearing as required by law.

I. INTRODUCTION
On October 2, 2006 the City Council adopted Resolution 06-116 ordering the feasibility
study for the 2007 Irving Avenue Area Street Rehabilitation Project. The area to be
included in the project Includes Irving Avenue from 4th Street to School Street and all
intersecting streets as shown in Exhibit 1. In addition, the project will include the paving
of the alleys in the area and the milling and overlay of three streets south of School
Street also shown in Exhibit 1.
The 2007 Irving Avenue Area Street Rehabilitation Project can be broken down into
three groups representing the type of improvement proposed. The first and largest
portion of the project includes the reconstruction of streets, sidewalks, storm sewer, and
watermain. The second part of the project includes a mill and overlay area where the
streets have not deteriorated to a point that merits a complete reconstruction. The third
and final part includes the paving of three alley sections. The streets included within the

The purpose of this study is to analyze the necessity for improvement of the proposed
streets and alleys included in the 2007 Irving Avenue Area Street Rehabilitation Project.
In addition, the existing sanitary sewer, water, and storm sewer systems will be
evaluated to determine the necessity for improvements. The study will discuss the
existing conditions, proposed improvements, estimated construction costs, and
overhead costs which include city administration, engineering, fiscal, and legal

expenses. Past City practices with similar types of projects will be used as a guideline to
discuss financing methods for the proposed improvements.
III. NECESSITY AND COST-EFFECTIVENESS
The improvements proposed in this study are necessary for a number of reasons. The
reconstruction of the streets is a cost-effective means of continuing the City's proactive
street efforts and ensuring an adequate means of transportation for local residents. In
addition to rehabilitating street pavement, a total street reconstruction will allow for the
correction of existing drainage problems through the construction of concrete curb and
gutter, modifying street grades, and the installation of an improved storm sewer
collection system. The watermain improvements are necessary due to under sized
mains and deteriorating materials which result in inadequate water flow and potential
leaks.
The proposed improvements will provide a project large enough to ensure a competitive
bidding environment and therefore will be cost-effective. Based on the information
contained within this report, the proposed improvements are necessary, cost-effective,
and feasible from an engineering standpoint.

In late fall of 2006, a geotechnical evaluation was performed in the area of the 2007
Irving Avenue Area Street Rehabilitation Project. Seventeen soil borings were taken, on
each street block of the project. The soil borings indicated between 2-inches and 5-
inches of existing bituminous and between 3-inches and 7 -inches of aggregate base
material throughout the study area. The soils encountered below the existing pavement
section included various grades of sand suitable for the proposed street section without
the need for correction. The geotechnical report is provided in Appendix A.
Vehicular Traffic
In 2006 traffic counts were taken along Irving Avenue in two locations, one south of 5th
Street and the second north or 5th Street. The location south of 5th Street determined
that an average of 752 vehicles traveled through the area within a 24-hour period. The
second location north of 5th Street determined that an ,average of 1199 vehicles passed
that area within a 24-hour period. The traffic counts db not differentiate between vehicle
types.
Sanitary Sewer
Eight-inch sanitary sewer is located on all the streets and alleys in the area with the
exception of ih Street and Irving Avenue between 5th Street and 6th Street where there is
none. The majority of the existing sanitary sewer is made of vitrified clay and PVC pipe,
with a few segments constructed of reinforced concfete pipe. Portions of the sanitary
sewer have been lined within the last five years. The! sewer on 6th Street, 7th Street, and
Gates Avenue east of Irving Avenue was lined in 2002. Sewer lining on 5th Street and
5th Y2 Street between Holt Avenue and Gates Avenue was completed in 2005.

In November 2006 the City contracted Visu-Sewer to televise all of the existing lines
within the project area. The results are expected to show that the existing sewer will not
require any improvements at this time. The existing sanitary sewer system is shown on
Exhibit 2.
Watermain
Existing watermain is located throughout the project area with the exception of 6th, ih,
and 8th Streets west of Irving Avenue where there is none. Pipe sizes range from 4-inch
to 24-inch. There are 10-inch and 24-inch watermain lines running from Jackson
Avenue along 5th Street continuing through to a connection on Gates Avenue. The
remaining streets generall~ contain 6-inch pipe with the exception of Irving Avenue south
of 51h Street and 61h and 7 Streets east of Irving Avenue which are 4-inch. The existing
watermain is shown on Exhibit 3.
Within the 6th Street, Gates Avenue, and ih Street loop there exists non-copper service
lines to the existing residential properties.
Storm Sewer
The main storm sewer line runs east from Jackson Avenue along 6th Street, Irving
Avenue, 5th Street and on to Gates Avenue consisting of 36-inch reinforced concrete
pipe. Extending off this line there are catch basins at Jackson Avenue, 6th Street and
Irving Avenue, 51h Street and Holt Avenue, and 51h Street at Gates Avenue. There is no
storm sewer located on any of the other streets within the project area.
Generally the overland drainage pattern of the streets west of Irving Avenue, including
51h, 6th, ih, and 8th Streets, flow from east to west and collect at catch basins located
along the east side of Jackson Avenue. The stormwater s~stem along Jackson Avenue
in this area flows into the 36-inch line which flows east at 61 Street.
Sixth and Seventh Streets east of Irving Avenue, including the connecting portions of
Gates Avenue, flow from east to west onto Irving Avenue collecting in a catch basin at
61h Street. This catch basin connects directly into the 36-inch main line sewer.
Stormwater on Irving Avenue from School Street south to 61h Street also flows to this
catch basin. Stormwater on Irving Avenue south of 51h Street flows into catch basins at
the 41h Street intersection.
The general stormwater flow pattern, within the 51h Street loop east of Irving Avenue,
flow to the southeast and into two catch basins on the south end of Gates Avenue and
51h Street. These catch basins connect into the 36-inch line via a 12-inch reinforced
concrete pipe.
The existing storm sewer is shown as Exhibit 5.

Existina Private Utilities
Private utilities that have facilities in or near the project area will be notified of the project
and requested to incorporate repairs and replacements with the project as needed at
their cost. Private utilities include Elk River Municipal Utilities, Owest, Center Point
Energy, Charter Communications, Northstar Access, and Sherburne Telephone
Systems.
V. PROPOSED IMPROVEMENTS
The proposed improvements for the 2007 Irving Avenue Area Street Rehabilitation
Project include street, storm sewer, and watermain construction. A detailed description
of each proposed improvement is provided below.
Street
The proposed typical section for the majority of the streets to be completely
reconstructed will be in accordance with the section adopted as part of the Pavement
Rehabilitation Report with the exception of the aggregate base thickness. The proposed
street sections consist of a 32-foot, 28-foot, and 24-foot wide streets with concrete curb
and gutter. These sections generally mimic the existing street widths throughout the
project. One exception to the section widths listed above is the street along the School
south of 5th Street along Irving Avenue which varies from 36 to 42 feet in width. North of
this area along Irving Avenue the proposed street width is 32 feet.
The proposed pavement section for all the streets consists of 6 inches of Class 5
aggregate base, 2 inches of bituminous base course, and 1.5 inches of bituminous wear
course. The proposed street section has been verified by a geotechnical investigation.
The geotechnical evaluation performed by Independent Testing Technologies concluded
that 6-iches of aggregate base will be necessary due to the existence of stable subgrade
materials. The proposed street section is shown in Exhibit 7.
The proposed rehabilitation of the alleys between 5th and 8th Streets will use a 12 foot
wide street section utilizing the same pavement and aggregate base depths as the other
portions of the reconstruction project. The alleys currently do not have curb and gutter
and the proposed section also does not.
The areas proposed to be milled and overlaid including Holt Avenue, 8th Street, and
Gates Avenue will retain the existing street width of 40 feet. Milling operations will
encompass a 6 foot swath adjacent to the curb and gutter edge. A 1.5-inch wear course
will be applied over the entire road surface which will facilitate an increase crown height
and better drainage. Prior to placing bituminous, existing paved areas in need of repair
will be patched. Where necessary, curb and gutter and driveway apron repairs will also
be made prior to the overlay material placement:
In accordance with City Council direction to construct pedestrian facilities with new street
construction, the proposed improvements also include a 6-foot wide sidewalk located on
both sides of Irving Avenue and one side on each of the other streets within the
reconstruction areas. Locations where sidewalk will not be feasible, including the alley
and overlay areas, will be considered further during final design. With the proposed

sidewalk improvements, connections to existing sidewalk locations will be made at
Jackson Avenue, 4th Street, School Street, and Gates Avenue. Proposed street and
sidewalk locations are shown in Exhibit 8.
As with the previous street reconstruction projects, the 2007 Irving Area Street
Rehabilitation Project proposes to have Elk River Municipal Utilities install decorative
street in accordance with their lighting policy as part of the project.
Sanitary Sewer
The sanitary sewer within the project area will be televised to determine the extent that
repairs or replacement would be necessary. A review of the Closed Circuit Televised
Sewer Inspection Report is expected to show that the existing system will not need any
repairs at this time. The report will also be discussed with Mr. Gary Leirmoe, Chief
Operator. The existing sanitary sewer is shown in Exhibit 2.
Watermain
Watermain improvements were discussed with Mr. Bryan Adams, General Manager of
Elk River Municipal Utilities (ERMU). The following items were a result of Jhe
discussions and will be incorporated during design:
. Some existing services within the 6th Street, Gates Avenue, and th Street loop
may be lead or other non-copper material. ERMU policy states that non-copper
services must be replaced with copper. These services will be identified and
replaced as part of the improvements project.
. The existing 4-inch watermain on 6th Street, Gates Avenue, and th Street will be
replaced with a larger size main. The exact size will be determined during design
through modeling. It is anticipated that at least an a-inch main will be required.
· Existing old-style hydrants will be replaced and additional hydrants added. The
location of new hydrants has been discussed with Fire Chief Bruce West and
ERMU.
The proposed watermain improvements are shown in Exhibit 4.
Storm Sewer
A review of the drainage patterns and pavement conditions reveal that some locations
do not currently drain runoff effectively and has contributed to the deterioration of the
pavements. Replacement and addition of curb and gutter, slight grade revisions, and
storm sewer extensions are needed to facilitate drainage.
Additional storm sewer is proposed along Irving Avenue, 5th, 6th, and th Streets east of
Irving Avenue. Additional low points and catch basin locations will help alleviate flat
grades and drainage problems. The proposed storm sewer improvements are shown on
Exhibit 6.

VI. CITY/MUNICIPAL UTILITIES COORDINATION
In previous reconstruction projects, groundwork was laid for cooperation between the
city and the municipal utilities. Similarly with this project it is agreed that the Municipal
Utilities will fund all of the construction costs associated with their water improvements.
In addition, the Municipal Utilities agreed to pay a percentage of construction cost for
plan and specification preparation. This percentage is proposed to be 10 percent of the
water improvement construction cost. Finally, the Municipal Utilities agreed to pay
directly for services during construction, including construction staking, construction
observation, contract administration and record drawing preparation.
VII. RIGHT-OF-WAY, EASEMENTS, AND PERMITS

No right-of-way will need to be acquired for the street improvements.
Temporary construction easements may be required throughout the project area to
accommodate driveway repair, water service replacement, and/or finished grading.
Verbal permission will be secured from private property owners during the construstion
process should work need to be completed on private property.

Several permits will be required prior to construction of the proposed improvements.
Required permits include, but are not limited to, the following:

VIII. INFORMATIONAL HEARING
An informational hearing was held on December 7, 2006 with the affected property
owners. The project was discussed and residents were encouraged to voice their
concerns and to ask questions. Approximately 31 of the 163 properties notified for the
informational meeting were in attendance. The major issue appeared to be whether or
not to include sidewalks. A walk through will be scheduled with the residents prior to
construction. Appendix B describes the informational hearing in more detail including
minutes and the signup sheets.
IX. ESTIMATED PROJECT COST
The estimated construction costs and associated overhead costs for the proposed
improvements are summarized in Table 1. Based on past experiences on similar
projects in the City, the overhead costs have been estimated at 28% of the total
construction cost. The overhead costs include city administration, engineering design,
fiscal, and legal costs.

X. FINANCING AND ASSESSMENTS
The improvements discussed in this report are proposed to be financed through a
number of different methods. Benefiting properties would be assessed on a per unit
basis for street, curb and gutter, sidewalks, storm sewer, and street lighting. A
residential lot that could not be further subdivided would be assessed as one unit. Lots
that can be subdivided would be assessed as multiple units as appropriate. Churehes
and other non-residential property would be assessed as multiple units determined by
the lot area. The number of assessable units is approximately 126 for the reconstruction
areas, 28 for the alley areas, and 30 for the mill and overlay area which is graphically
shown in Exhibit 9. The proposed assessment rate is $6,650.00 per unit for areas
where complete reconstruction is proposed, $500.00 for the alley areas, and $1,950.00
for the mill and overlay areas. The total assessment amount would then be $910,400.
The Elk River Municipal Utilities would be responsible for funding all water
improvements, including construction cost plus associated overhead. The water
improvements are estimated at a total project cost of $370,200.
Based on the estimated total project cost of $3,355,000, total assessments of $910,400
and Elk River Municipal Utilities contribution of $370,200, the remaining project cost to
be funding by the City is $2,074,400.

XII. CONCLUSION
The total estimated project cost for street, storm sewer, and watermain including
overhead costs is $3,355,000. The project is necessary and cost-effective. As
previously stated, this cost will be financed through a combination of assessments to
benefiting properties, Elk River Municipal Utilities funds, and City funds.
Based on the information gathered and the analysis presented, the proposed
improvements discussed in this study are feasible from an engineering standpoint.

Addendum to Report of Geotechnical Investigation

Dear Mr. Anderson,
Our initial report dated November 13, 2006 included a recommendation for
pavement design bas-ed on an assUnied R-value of70. A representative sample of
expected subgrade material was tested for laboratory R-value. The results of that
test are attached. Those results indicate an R-value of 66 for the sand from boring
B-1 that was tested. This result is an insignificant difference and essentially
conf:'iifhs-out-ong-InaneCOrDiiietidatibli foia pavement design based on an R..value
of70. The recommended pavement section meets a 9-ton design for residential
streets based on this lab test and MnDot guidelines.

The soils on this site are well suited for the proposed utility installation and street
reconstruction. The majority of the soils encountered were fme to medium grained, silty
sands (8M) and fine grained, poorly graded sand (SP, SP-SM). Soil samples obtained
during our investigation will be stored at our office for thirty days after the date of this
report. After that time, they will be disposed of unless you advise otherwise.

A. Introduction
This report is being prepared for use by our client on this specific project. We intend to
present this report and our findings in the same logical manner that led us to arrive at our
recommendations. This report is based on some general assumptions regarding the
anticipated construction based on experience with similar projects. These assumptions and
the entire report should be reviewed immediately upon receipt.
Purpose:
The purpose of our investigation was to evaluate the existing soil and water conditions on
this site for the purpose of reconstructing several residential streets throughout the City of
Elk River. The project will consist of bituminous street reconstruction with curb and gutter

and some storm sewer improvements. Some water main will also be replaced along 6th
Street, 7th Street and Gates Avenue. In accordance with your written authorization, we
have conducted a subsurface exploration progr.am for the proposed project.
Scope of Services:
Our authorized scope of services included the following:
1. To investigate the subsurface soil and water conditions encountered at
fifteen (15) split-spoon soil boring locations. The boring depths were
planned to be 5 feet at each location. The approximate locations are shown
on the boring location plan in Appendix 1.

General Site Conditions:
The proposed project site is located in an existing residential neighborhood south
of School Street NW and west of Jackson Avenue in the City of Elk River. The
existing residential streets are bituminous paved with no curb and gutte~. The site
is relatively flat with slopes of2-6 percent. The streets throughout the

Available Subsurface Information:
According to the Geologic Map of Minnesota, Quaternary Geology, prepared by Howard
C. Hobbs and Joseph E. Goebel (1982, Minnesota Geological Survey), this site lies within
a glacial outwash unit not associated with any particular moraine. It is associated with the
Des Moines Lobe glaciation of Pleistocene, Late Wisconsinan age. The till of this
moraine consists of grey, calcareous drift with shale and limestone clasts derived from

According to the Soil Survey of Sherburne County prepared by the Soil Conservation
Service, this site lies within the Hubbard-Estherville-Salida Soil Association. These consist
of nearly level to gently rolling, sandy soils over deeply leached sand or calcareous gravel.
Most of the individual soils mapped on this site are sands, which have slight to moderate
limitations for development oflocal streets. The soils on this site typically have seasonal
high water tables deeper than 6 feet.

B. Exploration Program
Fifteen (15) split-spoon soil borings were conducted on this project The borings were
advanced to depths of 4 to 10 feet using a 3 1/4 inch I.D. hollow stem auger. Samples were
obtained every 2 i/2 feet using- a 2-iIich O.D. split-spoon sampler in accordance with the
American Society for Testing and Materials (ASTM D1586). Standard penetration values
(N-values) were obtained at each sample interval by driving the sampler into the soil using a
140-pound hammer falling 30 inches. After an initial set of 6 inches, the number of blows
re-quireli -ro--drive1he samp-Ier12 -inches-is kn-own- as the- standard- pe-netrafiOnl"esistan-ce- orN-
value. Where the sampler can not be driven at least 6 inches by 50 blows of the hammer, the
total number of blows as well as the distance driven is reported on the boring logs.
Groundwater levels were noted during drilling and immediately after completion. The holes
were backfilled with the auger cuttings and patched with bituminous cold patch. SOIne
settlement of the bore holes may be expected. All of the borings were conducted with a truck _
mounted rig. The boring locations were staked by us.
Exploration Results:
All of the borings were conducted on existing bituminous paved streets. The borings all

to 7.5 inches.
Below the pavement, the borings generally encountered fme to medium grained poorly
graded sand with silt (SP-SM) and clean, poorly graded sand (SP) to termination. Boring
B-2 encountered some silty sand (SM) with layers of clayey sand (SC) from 4 feet to 7.5
feet. Most of the sand encountered in the shallow borings was likely fill. No organic soils
or other unsuitable material was encountered.
Penetration Test Results:
The blow counts in the sand soils ranged from 2 to 15, which are low to moderate,
indicating they are in a loose to medium dense condition. Refusal of the spoon or auger did

Observations of the subsurface water conditions were made during drilling operations.

Groundwater was not encountered in any of the borings during drilling. Although the water
levels were observed over a short period of time, we feel they are an accurate
representation of the water levels on this site at the time of our exploration because of their
high permeability. It should be noted that fluctuations in the level of the groundwater can
occur due to variations in rainfall, temperature, spring thaw and other factors not evident at
the time of our investigation.
Mottled soils were not observed. Mottled soils are a historical indication of a temporarily
or seasonally saturated soil condition. Grey soils were also not observed. Grey soils are an
indication of a permanently saturated soil condition.
c. Engineering Review
Discussion:
Based on our fmdings, this site appears to be well suited for the proposed street
reconstruction. The existing soils on this site are suitable for support of the utility pipes
and structures. The sand soils encountered on this site consisting of clean, poorly graded
sand (8P), poorly graded sands with silt (SP-8M) and silty sand (SM) are excellent for
bituminous pavement support. We do not foresee any unusual soil conditions during
construction. The subgrade soils are loose and should be compacted and tested to verify
compaction to 100% of standard proctor maximum density prior to placing the aggregateubase.

D. Recommendations
The following recommendations are bas~d on our understanding of the proposed project. If
our understanding of the project is not accurate or if changes are made to the project scope,
please inform us so that our recommendations can be amended, if necessary. We have
included recommendations regarding earthwork and construction that may help in cost
estimates and aid in design. We should be allowed to review the proposed construction plans
to provide further detailed recommendations, if necessary. Without the opportunity to
review the final construction plans, the recommendations made in this report may no longer
be valid.
Utility Installation:

We recommend that all utility pipes lay in non-organic mineral soils capable of
supporting the pipes. Excessive over-excavation beneath the pipes should be avoided.
We recommend that 2 to 6 inches of granular beddingmateriaLbe placed and compacted
around the pipe to aid in aligning the sanitary sewer pipe for line and grade. Granular
bedding beneath watermain and storm sewer pipe is not as critical. Compaction should be
done very carefully by hand to prevent the pipe from shifting. We recommend that the
backfill be compacted with a static sheep's foot roller after the backfill is 2 feet above the
top of the pipe. Vibratory compaction should only be used on clean sands or silty sands at

or below optimum moisture.
We recommend that excavations slope at a 1.5:1 (horizontal: vertical) ratio from the
bottom of the excavation to the surface. Stockpiled material should be kept at least 2 feet
from the edge of the excavation. This is the minimum required by OSHA. We
recommend all construction vehicles be kept at least 5 feet from the edge of the
excavation. An escape ladder should be provided at all times while workers are in the
excavation. All excavations must meet OSHA standards (29 CFR1926).

Earthwork:
We recommend that any unsuitable, uncompacted, or unstable soils exposed during
construction be removed from beneath the proposed utility structures and street section. In
addition, we recommend that any excavation below a utility structure or street section be
oversized one foot for every foot of fill placed to reach planned grade (1: lover sizing).
Structural Fill:
The onsite soils consisting of poorly graded sand (SP) and poorly graded sands with silt
(SP-SM) are considered excellent material for use as street subgrade m~terial. These soil
types are relatively easy to compact using vibratory compaction methods. The onsite soils

soils are somewhat susceptible to moisture variations and would need to be dried or
mixed if they become wet prior to compaction. In addition, they have moisture contents
above optimum for compaction and will require drying or mixing to reach optimum
moisture for compaction, even in their natural state.
We recommend that any imported fill and utility trench backfill material consist of
mineral soils meeting the requirements specified below. No organic soils, roots, stumps,

section. We recommend that all fill and utility trench backfill material be free of soft, wet

diameter. The fill and utility trench backfill material should be as uniform as possible
both in composition and moisture content.
We recommend that all fill and utility trench backfill material be placed in 12-inch loose
lifts and compacted to a minimum of 95% of standard proctor maximum density (ASTM

D698). Any fill placed in the top 3 feet of the road subgrade should be compacted to at
least 100% of standard proctor maximum density. All fill and utility trench backfill
material should be compacted ata moisture content within plus or minus 2% of the
optimum moisture as determined by a standard proctor. We recommend compaction tests
be taken at a minimum rate of one test per two feet of fill per 200 linear feet of the utility
trench backfill, roadway sub grade, and aggregate base material.
E. Pavement Recommendations
-
The expected subgrade soils in the Irving Avenue Area consist of poorly graded saftds
with silt eSP-SM) and clean, poorly graded sand eSP) outwash soils. These soils are
classified as A-l-b and A-3soils in accordance with the American Association of State
Highway Transportation Officials (AASHTO) classification system. A-l-b and A-3 soils
are rated excellent material for use as roadway sub grade material. Without benefit of a
laboratory R-value determination and based on Mn/DOT guidelines, an R-value of 70 can
be assumed for the onsite soils. The laboratory R-value test is expected to confirm this.
Based on an assumed R-value of70, we recommend the following bituminous pavement
section for low-volume, residential streets:

In using the above R-value for bituminous pavement design, it is essential that the

recompacted or sub cut and geotextile fabric placed along with select granular material

F. Closing
Our work was performed for geotechnical purposes only and not to document the
presence or extent of any contamination on the site. We can note that our crew did not
detect any obvious contamination by sight or smell during drilling operations. However,
human senses are limited in terms of contamination detection and, therefore, the lack of
detection through human sensing does not preclude the possibility of the presence of
contamination of the site.

After the presentation was complete, the informational meeting was open to questions. The
following is a S1im.IIiaiy of the questions. asked and the answers given:
Q: Will there be a say or a-vote for the residents on the sidewalk issue?
A; Testimony can be given to the City Council at the public hearing regarding the
sidewalks. . The Gty Council will be the ones ultimately deciding on where sidewalks
are constructed.
Q: How far into the yard will the sidewalk go?
A; All sidewalk construction will be kept within the right of way. Where possible, a 5-6
ft. wide boulevard for lights, hydrants, signs and snow storage would be provided
with the sidewalk behind the boulevard area.
Q: Who is responsible for any tree removal?

A; Any trees that need to be removed would be done under the project.
Q: Why is the northerly area being considered for only a mill and overlay?
A; Because the pavement condition is much better in that area and it already has a
banier style curb and gutter which only needs to be repaired.
Q: What would be the impact on the storm sewer outlet due to the storm sewer
improvements and why can't the Irving Avenue area only have a mill and overlay?
A; If you look at the pavement condition, the Irving Avenue area is much more
distressed, which would indicate that it is not able to accept an overlay. The
pavement condition also indicates that in areas the base is failed and needs to be

reconstructed also. The curb and gutter not only finishes the product, but provides
a conduit for storm drainage to the catch basin and into the pipe system. The curb
and gutter is an integral part of an urban street section.
Q:
Will there be significant changes to the street grades?
A:
We don't anticipate any major changes in the street grade, however, the streets will
likely be dropped slightly overall to allow room for the six-inch barrier curb at the
edges. -
Q:
Will the contractor be willing to do private driveway work?
A:
That is a question we will pose to the contractor once we have the low bid. Many
contractors are willing to do private driveway work. Some are not. The newsletter
that we send out before the project starts will give you the answer to that question.
If the contractor is willing to do that work. we will provide a contact to get a quote.
If you want to get a quote for driveway work, our inspector will work with you to
determine how much of your driveway will be replaced at the project cost. Then you
can get a quote for the remainder of the work from the contractor. The City will
help facilitate the contractor and property owner getting togetherrbut the City will
not be party to any private driveway work contract.
Q:
Is the project a done deal at this time?
A:
The project is not a done deal until the Council approves the project and authorizes
the award of the contract to the contractor.
Q:
When trees are removed, will they be replaced?
~ -. .
It has been the City's policy to try to minimize the removal of any mature trees in
the boulevard area. however, when it is necessary to remove vegetation within the
public right-of-way, it has been the City's policy not to replace it.
Are the plans to install additional catch basins?
Yes, and the exhibit from the PowerPoint was presented again.
Q:
Will the driveways be replaced with the kind of material that a homeowner has,
either concrete or bituminous?
Yes, we will replace bituminous by making a saw cut butt joint and concrete will be
replaced with concrete. We will attempt to go back to the joint, however, if there
are large concrete panels, it may be necessary to cut them and create a new joint.

Will sidewalk go around trees?
Wherever it is possible, the sidewalk will be moved to save trees.

A; It was our intent to make direct contact with St. Andrew's after this meeting. If you
would like to leave your name and contact information, we would be happy to meet
with you to discuss timing of construction and also, needs adjacent to the school

Q: Why are the construction costs not covered entirely by city taxes?
A:. The City Council has considered this funding option, but decided that each property
should be assessed at the time their street is reconstructed. If it was paid through a
general tax on the city as a whole, you would never stop paying for street
construction, although you may be paying for streets that you never drive on.
Q: Would the assessment area be expanded to include areas that actually drive on
Irving Avenue?
A; No, the assessments are tied directly to the increase in property value. It would be
impossible to provide proof that property values have increased when the street in
front of the property assessed is not reconstructed.
Q: There was a previous assessment approximately 20-25 years ago. -Why are we be~g
assessed again?
A; That was an area-wide storm sewer assessment for a trunk storm sewer
improvement that was not a street assessment. The two assessments are for
different types of improvements.
Q: Why does the project stop at 4th Street and not go further down to 3rd Street and
Railroad Drive?
A; The City Community Development Department is currently working with a Task
Force on redevelopment plans for this area north of Highway 10. It was
determined that it did not make sense to look at reconstructing the streets in that
area until the planning process is completed to determine what the long term vision
is for that area. . - - - - .-
Q: Can assessment payoff length be increased?
A; It is not likely that the Finance Department would support extending these
assessments beyond a 10-year period. If we did extend it beyond a 10-year period,
the amount of interest paid through the life of the assessment would increase
drastically.
Q: Will we be assessed for any of the watermain improvements?
-. - - - - - --
A:. No, the watermain improvements will be funded by the Elk River Municipal
Utilities.
Q: Will a drop in the project cost reduce the assessment if sidewalks are eliminated, or
if the bid comes in better than expected?
A; No. The assessment will be on a unit cost basis with the City picking up the
remainder. The estimated numbers I have shown this evening predict that the City

will be paying approximately 70 percent. H the project comes lower than that, the
City will get closer to its goal of assessing 33 percent and funding 67 percent.
Q: Why isn't it proposed to replace the 4-inch watermain in front of St. Andrew's
School?
A:. We will pose that question to the Elk River Municipal Utilities. They have given us
the input on the water improvements presented this evening.
Q: Sidewalks are not necessary within the looped streets east of Irving Avenue?
A:. We will present that comment for Council consideration.
Q: Will speed bumps be considered?
A:. The Council has authorized a committee of staff members to work on a traffic-
calming policy which will be presented back to the Council sometime after the first
of the year. Any approved traffic calming devices will be considered in the final
design.
Q: Are school buses causing the wear on the road?
A:. School buses do cause more wear and tear on the roads than the normal passenger
car, however; the condition of the toads in this area would be considered already
failed.
Q: What is the life expectancy of the newly constnlcted road?
A; The street will not be reconstructed in anyone's lifetime in this audience. During
the life of the street, there will be a need to do minor maintenance such as
sealcoating and crack sealing, and some points during the life of the road, possibly
20-25 years out, it may need to be milled and a new top surface put on.
Q: Will the property values increase with the assessment of the project?
A:. We have informed by Sherburne County Assessor's office that there is no direct
correlation between a property receiving an assessment and an increase in the
property value.
Q: Can driveways be made wider?
A:. Yes, but we will not violate any of the City ordinances relative to the overall width
or setbacks from property lines. Also, if your driveway is 15 feet wide and you ask
for a 30~foot Wide opening, we will require some kind of documentation that you
actually intend to wide your driveway so that we don't end up with a wider driveway
opening that is never actually used.
Q: Will access to garage/shed from a comer lot on the side street be continued after
the barrier curb is placed?
A:. Yes, if access is currently being used from both streets on a comer lot, we will
provide driveway access at both locations.

Q: Will the school be assessed.?
A: Yes, the school has been assessed for previous projects, however, with institutional,
commercial and industrial property, the Council always looks at them on a case-by-
case basis.
Q: Will the streets be accessible during construction?
A: Yes, you should have reasonable driveway access at the end of each workday,
however, when concrete curb and gutter and! or sidewalk is poured, there will be a
restriction keeping cars out of driveways for 3-5 days.
