Consider Street Disruption Permit for J ackson Avenue
Introduction
Staff recendy received a request by Flannery Construction to reconfigure traffic and parking on Jackson
Avenue from January 15 until February 9 (20 working days) in order for a crane to be sited property to
complete the framing work of the Jackson Place development. Staff informed the River's Edge
Downtown Business Association of the issue via a public notice with regard to this evening's Council
meeting.
Discussion
The attached letter from Flannery Construction dated December 7, 2006 describes the situation for which
this reconfiguration is needed. Earlier, as you may recall, Flannery was able to abandon the need for the
reconfiguration when the timing of the work aligned with the bank's construction timing. Due to recent
construction delays, it has become necessary to reinstate the reconfiguration plan in order to coordinate
work from the bank side.
The length of time for the work (20 working days) remains the same as Flannery's previous request which
was approved by the Council on September 18. The only change is the dates for the work to occur after
the holidays, commencing January 15 for completion by February 9.
The reconfiguration design also remains the same as the previous request. As shown on the attached
map, the crane set-up is outside the existing fence line which, in order to accommodate one-way traffic
southbound, will necessitate a number of Jackson Avenue on-street parking stalls to be removed, but 5-
stalls can remain throughout the proposed timeline.

Action Requested
Flannery Construction has made its best efforts to coordinate with City staff and adjacent contractors to
minimize the disruption for their framing work. Staff recommends approval of issuance of a Street
Disruption Permit for the reconfiguration of J ackson Avenue from January 15 to February 9, 2007 per
the conditions outlind in the memo, dated December 7, 2006, from Flannery Construction to the City of
Elk River, and as illustrated on the Street Disruption map dated September 14,2006.

Dear Cathy,
As you know, we were pleased to be able to withdraw our previous request for a street
disruption permit after finalizing a plan to set the precast crane in the basement of the building and to
use the Bank of Elk River parking lot for additional access. Since that time, delays have called that
plan into question. It is apparent that we will have to set the precast crane on Jackson Avenue as
previously planned.
At this time, we anticipate our precast operation will be completed in the middle of February.
Since the bank plans to be using the parking lot for customer parking by that time, we will have to
reverse the sequence of our precast operation, working from east to west, rather than west to east. The
crane was to be set in the east 1/3 of the basement, but by setting the precast plank on the east side
first, we lose that option.
Construction Limits: The construction limits will be as described in the original request made
in our September 12,2006 memo.
Schedule: The duration would be 20 working days, as described in the September 12 memo.
Our target date for commencement is Monday, January 15th, with completion intended by Friday,
February 9th.
Staging: We plan to stage our truck traffic as described in the September 12 memo.
For your convenience, I have attached a copy of the September 12 memo and the sketch that
accompanied that memo.

Dear Cathy,
I am writing in regards to the proposed re-routing of traffic on Jackson Avenue to allow
erection of precast concrete for the Jackson Place building, and to address construction limits, schedule
and staging issues.
Construction Limits: Please find attached a sketch of the proposed temporary change in the
construction limits. Along Jackson Avenue, you'll notice that the southerly two-thirds of the
construction fence would move west to provide operating space for the crane, plus the required safety
margin between the crane and the foundation wall. The northern third of the Jackson Avenue fence
would remain unchanged, as would the fence on the south, east and north sides. This design preserves
one-way, $outhbound traffic on Jackson Avenue. It also preserves one handicapped parking space and
three regular spaces. (please note that background drawing I used to make this sketch does not show
the location of the angled parking spaces accurately. Though it appears that a total of five spaces
would be preserved, in reality it would be four.) .
Schedule: The duration of the re-route would be 20 working days. This includes one day to
move the fence, 15 days for precast erection, three days for masonry and one day to move the fence
back to its original location. Our target datefor commencement is October 30. We will update that
schedule in the next week and hope to be able to set a firm date at our September 27 meeting with city
staff.
Staging: From westbound Main Street, trucks would enter the site at the southeast gate and
wait within the construction limits. A few trucks would be unloaded from this location. The majority,
however, would pull out through the southwest gate onto Main Street, then back up into the
construction area on Jackson, adjacent to the crane. When empty, they would leave downtown via
westbound Main Street and Proctor Avenue. We will provide tlaggers to control traffic during these
operations.
