Overview
As the City of Elk River develops, more residential development is taking place along collector (street
which carries trciflic from minor streets to arterials, ie School Street etc) and arterial streets (street or highwqy with
access restrictions designed to carry large volumes if trciflice between various sectors if the city or county and bryond, ie
County Roads, Highwqys etc). Additionally, traffic volume is increasing on these roads. The Subdivision
Code, section 30-933, includes language that "requires double fronted residential buildings and lots
along collector or arterial streets to be screened with a 15 foot easement area for landscaping.
Screening shall be accomplished by a combination of earth berming and planting."
Staff believes the intent was to screen all residential lots/buildings from these types of roadways, not
just double fronted lots. The ordinance does not specify what constitutes appropriate plantings.
Staff has developed a proposed ordinance that increases the easement area to allow a berm and
plantings within the easement. Staff also proposes specifying the number and type of plantings,
further defining the requirements.
The Planning Commission held a public hearing on the matter at their meeting on December 12,
2006. The item was also discussed at a workshop in October and November.

AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING
SECTION 30-933 OF THE CITY CODE OF ORDINANCES

The City Council of the City of Elk River does hereby ordain llows:
Section 1. Section 30-933 subparagraph (c) titled . g, of the City of Elk
River Code of Ordinances shall be amended to read as foll~' :
