Councilmember Dietz ,vas the City C0U11Cil representative on the Utilities Commission ,vith a term
expiration of February 28, 2007.
Discussion
Since Councilmember Dietz no longer- se.r'iles on the City Council, a ne'\v Council Representative to tlle
Utilities Cormnission SllOuld be appointed to fulfill tlle unexpired term of Councilmember Dietz. Lengtll
of terlll for tlle Utilities Commission is three-years. Staff is recommending tllat in addition to the ne\v
representative fulfilling Councilmember Dietz's unexpired term, the representati\Te be appointed to fulfill
an additional tlltee-year term to expire February 28, 2010.

UTILITIES COMMISSION
Function:
The Elk River Utilities Commission manages the electrical utility in Elk Ri'ler and the
surrounding areas that are in its district territory. The Utilities Commission also manages tlle
'\vater utility system in the Elk Ri,Ter city limits. T1le Commission functions in a similar
lnanner as the City Council in te.rm.s of having all management responsibility of these t\vo
departments. For more detailed information, see Chapter 2, Article 5 "Boards and
Commissions" of the Elk Ri,Ter City Code.
The Utilities Commission has the authority to hire employees, fi..x rates, purchase fuel and
supplies for city distribution, and enter into agreements for utility services.
Meetings:
TIle Utilities Commission meets on the second Tuesday of each month at 4:00 p.m. The
meetings are held at dle Utilities office, 13069 Orono Park\vay.
Members and Term:
The Utilities Commission consists of tlltee members, one of \VllO is a City Council
representati\Te. Utilities Commission members serve three-year terms.
