I have been working with Bill Maertz, Parks and Recreation Director, regarding a SAFETEA -LU
Enhancement Grant .Application for the paving of the Great Northern Trail north of CSAH 33 to
the north City limits. Currently, Mn.DOT is soliciting candidate projects for the 2011 State
Transportation Improvement Program (STIP).

Bi]1 Maertz and I both feel it is appropriate to submit this grant application, given the investment
the City has made in the Great Northern Trail and surrounding park area south of CSAH 33 and
the recent investment in the underpass at CSAH 33 installed this year. In order to submit the
grant application to MnDOT, a resolution supporting the project and agreeing to maintain it must
be submitted by the sponsoring agency.
Financial Impact
As you are aware with these Federal Transportation Grants, the maximum funded by the grant is
80 percent with the local agency responsible for 20 percent. We anticipate that the project would
be in the $175,000 range, which would result in approximately $35,000 being funded by the City
of Elk River.

A RESOLUTION SUPPORTING AND AGREEING TO MAINTAIN
GREAT NORTHERN TRAIL ENHANCEMENT PROJECT

RE IT RESOLVED that the City of Elk River act as sponsoring agency for a "Transportation
Enhancements" project identified as Great Northern Trail (CSAH 33 to North City Limits)
and acknowledges herewith that it is willing to be the project sponsor, knowing full well that
such sponsorship includes a willingness to secure and guarantee the local share of costs
associated with this project and responsibility for seeing this project through to its
completion, with compliance of all applicable laws, rules and regulations.
BE IT FURTHER RESOLVED that Terry Maurer, Elk River City Engineer is hereby authorized to act as
agent on behalf of this application.

'WHEREAS, The Federal Fii.ghway Administration ( requires that states agrees to operate and
maintain facilities constructed with federal transportation funds for the useful life of the improvement and
not change the use of right of -ray acquired without prior approval from the F iwA; and
WHEREAS, Transportation enhancement projects receive federal funding from the Surface
Transportation Program (STP) of the Transportation Equity Act: A Legacy for Users (SAFETEA -LU); and
WHEREAS, City of Elk. River is the project sponsor for the transportation enhancement Project
identified as Great Northern Trail (CSAH 33 to North City Limits).
THEREFORE, BE IT RESOLVED THAT the Project Sponsor hereby agrees to assume full
responsibility for assuring the operation and maintenance of property and facilities related to the
aforementioned transportation enhancement project will be faithfully executed by the appropriate responsible
parties.
