As you mav- recall budget discussions last fall we discussed changing tine uniform. policy for streets
and parks employees. This change would not affect the budget. Previously, the policy was unwritten and
at times there was confusion about the amount to be spent and the items eligible. Adopting a written
Policy that clearly- defines both of those items will address that situation.
Discussion
One of the main goals for the parks department is to have employees who are easily- recognizable by the
public as park employ -ees. The current uniforms provided by a uniform rental company are not typical
for parks emplo -vees and do not clearly identif r them as parks employees. Parks Maintenance Supen-isor
Terri- Bye and Darks and Recreation Director Bill Maertz are requesting that the parks employees wear
clothing that is more like park. ranger clothing. Each employ- ee would be given a set amount per �- ear to
purchase approved parks clothing from an approved list of vendors. 7n-ie policy- would require that
employees rear this approved uniform clothing every dad- so that they- portray- a professional parks
department image.
The street department currently- rents uniforms and wants to continue to rent uniforms; however, there
will be guidelines associated with the uniform rentals such as requiting that the employees who are
receiving the rented uniforms wear the uniforms every dad-. Additionally-, Street Superintendent Phil Hals
is requesting that t- v options be available to his emplov ees. One for employees who want to continue to
rent uniforms through a uniform rental company- and have them laundered by the uniform. company-. The
other is to allow employees to rent uniforms through that same company but not have there laundered by
the uniform company-. These employees would then be able to use the amount normally- paid for
laundering to purchase other items such as city- logo sue - eatsliirts, tv inter cov-eralls, and other approved
clothing. Employees who chose the rental and laundering option Nx--ilJ not have money- available to
purchase other approved uniform items. All street department emplol -ees Nvifl now be required to wear
their uniforms every days to identify- there as street department employees and to portray- a professional
street department image.
The suggested amount for each employee for uniform purchase is $450.00 for both the parks department
and street department rental /purchase option. Currently-, the rental including laundering option cost is
$4-5:5.00- The uniform allowance may be adjusted periodically- by the Council during budget discussions.
In addition to this uniform allowance, the employ -ees receive $17-5.00 per year to purchase safety
equipment including required steel toed shoes. We have suite eyed other cities and the county- in order to
determine a reasonable amount for the uniform allowance and have determined that $450.00 is
appropriate. This amount falls within the amounts budgeted for both the streets and parks departments.

Financial Impact
None. The uniform allowances are already- included in the street and parks maintenance budgets.

UNIFORM POLICY
for
Park Maintenance Employees
Purpose:
It is the intent of this polio to establish criteria and applicable tasks for defning the
uniform police for Park Maimenance Employees.
POLICY:
Uniforms:
Effective January 1, 2.007, regular full time Park Nfaintenance Fmplol-ees shall receive an
annual clothing allowance of four hundred fifty- dollars ($450). The uniform allowance
maybe used anytime dun'n.g the year to purchase approved uniform items from the
Approved Clothing options list below, . The allowance for future years may be adjusted by
the City- Council periodicall- and will be set annually, bv the City- Council w1th adoption of
the budget.
Employees must purchase items from the Approved Vendor List supplied by the Park
Maintenance Supervisor. The purchases xvill be charged bv the Vendor to the City and
applied to each employee's uniform allowance. Any amount charged in excess of the
uniform allowance is the responsibility of the employ, ee; it must be paid to the Vendor or
reimbursed to the City- promptly-. If the entire allowance is not used in a calendar -year, it will
not cam- over to the next v ear.

authorized by their supervisor.

Clothing Appearance:
All clothing must be clean and in good repair. Clothing should not be torn or have holes.
Restrictions for Pants:
Sweat Pants, Nylon running/ coaches pants, etc. are not allowed.
Restrictions for Shorts:
It is the intent of this section to establish criteria and applicable tasks for which summer
shorts be allowed as an alternative to conventional uniform pants.
Employees will only be allowed to wear shorts under the following conditions:
■ The Park. Maintenance Supervisor will be responsible for identifying tasks and

enforcing circumstances for which summer shorts will be allowed as an alternative
to conventional uniform pants.
® All employees must be prepared to respond to a change in task assignment by
having long pants from the Approved Clothing options list with them at all
times. There will be NO EXCEPTIONS to this condition. Employees not
prepared to address a change in tasks Neill lose their privileges for the summer
shorts option.
■ Fmplo- ees shall not wear summer shorts while attending functions such as
meetings in buildings similar to City- Hall where the norm is to dress in a formal
or semiformal business attire.
■ Approved shorts must be of the folloNving design:
• Acceptable length will be 2" inches above the kneecap.
• will shorts must have hemmed bottoms.
• All shorts must be a durable type material comparable to jeans or
uniform rental material.
• All shorts must be a stele similar to approved uniform pants.
The follo`�%71ng shorts are not allowed:
o Bib stvle, baggy-, athletic, or skater t -pe shorts.
