Introduction
At the December 2006 Park Commission meeting the Commission reviewed the revised plans for Liberty
Heights Estates and recommended a small park be located on the southeast part of the development. On
January 8, 2006 the developer suggested an alternative plan for a tot lot bounded on three sides by streets
and near a pond.
Discussion
Staff has reviewed the two alternatives and offers the following comments.
. The southeast location offers opportunity to add additional land if the parcels to the south
develop.
. The southeast location, adjacent to the large wetland complex, offers a "borrowed viewshed"
giving the park a larger, more open feel.
. The southeast location could be developed in stages, allowing for immediate use by Liberty
Heights Estates residents. (see attached)
. The location suggested by the developer is not optimal for a tot lot due to proximity to the pond
and being bounded by streets on threes sides.
. The location suggested by the developer is close to the large park and school grounds making it
somewhat redundant.
