Street DisruPtion Permit for Main Street
Introduction
CSS Builders, Inc. is requesting a Street Disruption Permit to close Main Street, as illustrated on
Attachment 1, on February 3rd and 4th (Saturday and Sunday), in order to disassemble the existing
tower crane. Notice of this Council meeting was sent to all downtown businesses.
Discussion
The main discussion item for the City Council is whether CSS Builders, Inc. truly needs to have a
48-hour period to disassemble the tower crane. One concern with this request is that February 4th
is a major day for the downtown restaurant businesses because of promotions dealing with the
Super Bowl. One alternative to consider would be allowing the street disruption permit for
Saturday, February 3rd and for the road to be reopened by noon on Sunday, February 4th. The
City's Street Department has confirmed their ability to do this on a Sunday. As is with all the
other previous requests for street disruptions, the applicant will be responsible for all signage and
any other City costs in the closure and re-opening of Main Street.
Financial Impact
All costs will be paid by the applicant.

Staff recommends approval of issuance of Street Disruption Permit for the closure of Main Street
from February 3 -February 4, 2007 as illustrated on the street disruption map dated January 25,
2007 (alternative recommendation would be for Street Disruption Permit to be issued for
February 3 - Noon on February 4, 2007).

The details are:
We request that Main Street be closed between the bank and the Bluffs projects and from the East end and the
West end of the Bluffs project. All applicable signage will be in place to close the street. We will need the street
closed on Saturday 2/3/07 at 7am and to be closed for a 48 hour period for the disassembly of the tower crane.
This will serve as my letter to the City of Elk River.
