Introduction
Requests for Proposals for architectural services for the Elk River Community YMCA were solicited
from six architectural firms. Five of the firms submitted a proposal. Interviews have been held and a
firm has been selected by the interview panel for consideration by the City Council.
Discussion
Representatives of the YMCA, Councilmember Jerry Gumphrey, Parks and Recreation Director Bill
Maertz and I interviewed three of the firms. Ankeny Kell, KKE Architects, and BWBR Architects were
each given twenty minutes for a presentation followed by questions from the interview panel. Based on
the interviews, relevant experience, references, ability to meet the timeline, and, to a lesser degree, fees,
the interview panel is recommending BWBR Architects.
BWBR's experience most closely matched the needs for designing the Elk River Community YMCA.
BWBR has been involved in designing and remodeling several new and existing YMCA's. Fees for all
phases of the project total 7.3 percent of the construction cost which BWBR estimates to be between
$9.1 and $9.3 million. Reimbursable expenses are not included in that fee and are estimated to be another
0.6% to 0.8% of the construction cost. At this time, we are contemplating adding an additional pool
consultant which may add a small amount to the fee. The results of the negotiation to add the consultant
and the related fee will be presented at the meeting.
Bill Maertz will be project leader for the City and will work with the YMCA, project architects, and
Rebecca Haug, Environmental Administrator, to incorporate the requirements of the Sherburne County
Landfill Legacy Grant into the project. BWBR has experience with LEED building requirements and an
architect from BWBR has spoken to Ms. Haug about the County's grant.
Representatives from the YMCA and BWBR will be at Monday's meeting to answer questions about the
proposal.
Financial Impact
The cost is included in the $12,000,000 project budget.

BWER is very pleased to submit this proposal for architectural and engineering services to the City
of Elk River and the YMCA of Metropolitan Minneapolis for the new branch facility in Elk River.
As evidenced in other communities, a city with a direct YMCA presence can offer its citizens an
array of services and programs not easily realized on its own. The joint partnership and subsequent
support from the referendum established for this branch have created a great foundation on to
which to build a future together in Elk River.
BWBR Architects has been, and continues to be, the go-to design and strategic planning firm for
the YMCA of Metropolitan Minneapolis - by their choice - for many years. Not only are we
engaged with the YMCA on future expansion and renovation analysis at their branches, we continue
to assist them on continual building upgrades throughout the Association. Simply put, our long-
term relationship has resulted in invaluable building knowledge pertinent to the YMCA. We
understand YMCA buildings and the heavy program demands placed upon these facilities. In
addition, we understand and have vast project experience with the City's prerogative to create a
model project for demonstrating "green" solutions. In this case, this building requires innovative
yet practical design solutions to achieve the best value and individual goals of the City (as building
owner and steward of public money) and the YMCA (as long-term tenant).
In this proposal, we discuss the approach BWER will bring to the design process - tailored for this
individual project - which can be summed up in three words: participatory [we will lead the
process on your project (not ours)]; creative (this project has parameters unlike any other, thus
demanding creative, unique solutions); and managed (design balanced with budget, on-schedule,
and always keeping you informed).
We are very excited to have the opportunity to continue working together with the YMCA and the
City of Elk River on this very special community project.

Dunham Associates - Mechanical and Eledrical Engineering
Dunham Associates has provided mechanical and electrical engineering services to
BWBR project teams for many years. Established 47 years ago, Dunham's resources
today include 89 professionals in Minneapolis. Collaborations with BWBR include
many projects that required creative engineering solutions due to the complexity of
the facilities and extremely tight budgets. Some recent examples are the Paul and
Sheila Wellstone Center for Community Building in Saint Paul, the Ramsey County
Public Works Facility in Arden Hills, the extremely energy-efficient East Metro
Transit Facility in Saint Paul, and numerous hospital projects. Dunham has also
worked on several YMCA facilities, including Blaisdell YMCA, Ridgedale YMCA,
YMCA Camp Kici-Yapi, Bismarck YMCA, and YMCA Aquatic Center in Rapid
City, SO. Jay Rohkohl, a Principal at Dunham with 24 years of experience, will
oversee the entire mechanical/electrical engineering team and will also serve as lead
electrical engineer for your project. Matt Jensen has 10 years of experience and will
be your lead mechanical engineer.
Ericksen, Roed & Associates - Strudural Engineering
Ericksen, Roed and Associates (ERA) has provided structural engineering services to
BWBR since its inception more than 20 years ago. As at BWBR, the firm's
principals are directly involved on each project, drawing on an exceptional staff of
nearly 60 professionals for additional project detailing and support. ERA has
worked with BWBR on more than $550 million worth of projects in the last five
years, including the Emma B. Howe Northtown YMCA, the Minnesota Valley
Family YMCA, the Red Wing Family YMCA, and the Shoreview Community
Center expansion. ERA has also worked on numerous Lifetime Fitness facilities
around the U.S., Chaska Community Center, Crystal Community Center,
Plymouth Community Center, and the Boys and Girls Club of Saint Paul. Bob
Curtis has 39 years of experience and will be the structural engineer on this project.

Bogart, Pederson & Associates - Civil Engineering
Bogart, Pederson & Associates, established in 1997, is a full service civil engineering,
land surveying, and mapping firm. Their team of more than 25 serves a broad range
of clients, from local and county government agencies to industrial, housing, retail,
and corporate developers. They are currently serving as township engineers for
Becker, Baldwin, Livonia, and Clear Lake Townships in Sherburne County.
Jon Bogart, the civil engineer for this project, is currently working with BWBR
on the Sherburne County Public Works Facility in Becker. Based in Sherburne
County, the firm has extensive experience in Elk River and specific knowledge
of the project site.
Loucks Associates - Landscape Design
Loucks Associates, established in 1976, is a frequent BWBR partner and has
worked with us on more than 20 projects since 1997, including the new Saint
Paul headquarters for CLUES (a social service agency for Latinos living in the
Twin Cities), a campus consolidation for Lumen Christi Catholic Community
in Saint Paul, the relocation of Lord of Life Church in Maple Grove, an addition/
renovation at King of Kings Lutheran Church in Woodbury, and the expansion
of Nativity Lutheran Church in St. Anthony Village. Paul Kangas, the landscape
architect on this project, has worked with BWBR on several projects, including a
new campus for North Memorial Health Care in Maple Grove and 3M Company's
new Innovation Center.
Baker Pools - Aquatics Consultant
Eric Swanson, President and Owner of Baker Pools, has been a leader in the
swimming pool profession for over 20 years. His broad range of pool planning
projects include recreational facilities; therapeutic facilities; interactive features;
waterfalls and fountains; and educational, institutional, zoological, and competitive
pools. He keeps a watchful eye toward usability, safety, durability, and maintenance
of facilities. Eric has worked with BWBR on several YMCA facilities, including the
Emma B. Howe Northtown YMCA, the Minnesota Valley Family YMCA, and the

As part of the Fairview Ridges Campus - a development that includes a
hospital, medical clinic, sports medicine clinic, church, and senior housing
_ the "Y" contributes to a holistic approach to health care and wellness.
The use of precast concrete walls helped keep the project economical and speed
up construction. The earth-toned building materials vary in color tone and
size, creating texture that breaks down the building's scale to complement the
residential environment nearby.
The floor plan and layout were designed to maximize the space allocated for
facility programs and minimize space devoted to circulation.

BWBR initially completed an expansion feasibility study for Red Wing's
existing downtown YMCA facility in 1999. We then went on to fully
develop the design and oversee construction.
Program highlights include an expanded aquatics program, including
a zero-depth pool with features, dedicated teen space for young adult
activities, and reorganization of existing spaces for more flexible
programming and staffing.
A two-level addition to the building's former rear accommodates the new pool,
and is planned for future vertical expansion to add a third-floor fitness center.
The pool addition is also the nearest portion of the building to the river,
offering views of this popular outdoor water recreation venue from Red Wing's
newest indoor water recreation spot.

cooling, windows and motors plus pool-area dehumidification systems with
heat recovery.

. BWBR was hited to analyze a previous master plan study and develop an
updated needs program and conceptual design solution.
Two months of study resulted in a radical new master renovation concept
which added back program ability not provided in the earlier master plan.
The plan included exterior renovations to make the facility more visually
inviting, a new leisure pool, added fitness space, and better control of access
into and out of the facility.
BWBR also devised a phasing plan that would enable the branch to remain
open throughout the construction period, allowing the facility to continue to
generate revenue, which the previous plan did not address. It also helped the
branch keep members, and lessened the difficulty of construction - resulting
in construction estimates 20% lower than previous master plan and a GO-stall
increase in parking capacity.

BWBR was hired to envision an extensive multi-phased facility expansion
and renovation and parking capacity enlargement at the Northwest YMCA site.
Design concepts were developed that create a much more visible presence and
image for the YMCA from the outside, while greatly improving services,
amenities, and safety on the inside.
Phase I includes an 11,000 sJ. addition with a new lobby, a new wellness
center, and enlarged and enhanced locker rooms. A 9,300 sJ. addition in
Phase II creates a new leisure pool adjacent to the existing natatorium.

Part of a complex that also contains City Hall, this successful facility includes
the first leisure pool of its kind in the metro; a six-lane, 25-yard lap pool; fitness
center; Parks/Recreation offices; wet and dry craft/classrooms; five flexible
meeting rooms available for outside rental; a full kitchen; and a dining room
that can be divided into four areas.

BWBR completed a $250,000 update of the pool in 1999, which provides a
second waterslide and upgrade of aquatics amenities.
An expansion and renovation includes a new entry, multi-purpose activity
center, new child program spaces including two new rooms for birthday party
rental, more fitness and cardiovascular space, new locker rooms, improved on-
site snack bar facilities, and new banquet facilities. The expansion project also
includes a picnic/performance pavilion, an improved ice/roller hockey rink, new
plaza and drop-off at the lower level entrance, and improved landscaping.

Named in Senator Paul Wellstone's honor following his death in 2002, this
community center co-locates Neighborhood House, a nonprofit organization
serving the community, and El Rio Vista Recreation Center, owned and
operated by the City of Saint Paul.
The center provides abundant meeting and gathering space for cultural,
artistic, social, educational, performance, recreational and civic activities.
The facility includes a 260-seat performance space (with distance learning
technology), numerous meeting rooms and classrooms, computer labs,
two gymnasiums with basketball and volleyball courts and a walking track,
a youth center, dance/exercise room, weight room, a skate-changing/
multipurpose room adjacent to the outdoor ice rinks, commercial kitchen
and congregate dining space, food shelf, cafe, a drop-in child care center, and
office spaces for both organizations.

This busy neighborhood recreation center was designed to support activities for
neighborhood children, teens, families, and seniors, and includes a gymnasium,
multi-purpose room, craft/classroom, aerobics room, game room, kitchen, and
police storefront office.
The office and reception desk are centrally located to allow visual supervision
of the facility. Office space is shared between recreation center staff and a city
police officer, who is at the center part-time as part of an outreach program.
Large flexible spaces support gatherings and craft activities; a larger, carpeted
space, which can be subdivided, is used for meetings and presentations. The
multi-purpose room was designed so that a daycare program can be instituted
in the future.
The kitchen location offers several serving options, from large gatherings in the
multi-purpose room, to concession sales and outdoor events.
The design process was as important as the final product, and was heavily
dependent on building consensus. We worked with a task force in Hazel Park
that included interested neighbors, athletic booster club members, the current
recreation center director, and a city staff liaison to identifY programmatic
requirements, analyze site options, and test schematic design alternatives.

The recreation center serves as a neighborhood center of cultural and physical
activity and community gathering for all ages. The project represents a significant
partnership of agencies dedicated to the goal of community involvement and
academic achievement.
The 20,000 d. facility, added to Dayton's Bluff Elementary School, includes a
new entry tower for the school, 250-seat theater, gymnasium, multi-purpose space
and kitchen; Phase II includes 10,000 sJ. of school administration spaces and an
Achievement Plus community services center.
The addition's buff-colored brick evokes the nearby bluffs, while the darker tones
of the original facility create the addition's base (tied into the original building's
rooHines) and a mural landscape dances in playful detailing on the exterior walls.

· The 72,000 s.f. Lloyd W. D. Walker Fieldhouse runs the full length of, and
creates a link between, the renamed Hutton Arena, pool building, and student
center. The connection of these spaces created, in effect, a new "University
center" for Hamline that provides for social functions as well as athletic and
fitness opportunities.
The new fieldhouse's arched roof form - historic Hutton's "icon"- is
respectfully echoed by an arched glass opening that visually connects the
two structures, as does their matching brick and brick detailing.
The new fieldhouse also creates a home and identity for the athletic department
and accommodates the needs of recreation and athletic practices for tennis,
track, baseball, softball, basketball, volleyball, gymnastics, racquetball, running/
jogging, strength and fitness training, and a competition-class pool.
The accompanying renovation of Hutton Arena provides an air-conditioned
home for varsity basketball and volleyball, as well as a new wood Roor,
renovated bleachers, lockers, concession and lounge area.

This new four-level sports and community gathering building integrates
athletics, academics, and events.
The multi-purpose center replaces Norton Stadium, built in 1922, with a
new 2,000-seat stadium and press box on the building's north side facing
the football field and track.
A four-story glass facade and entry, including a plaza-level cafe with casual
seating, a fireplace, and a space with interactive displays on Hamline's history,
grace the building's south side.
The second level includes flexible meeting rooms, classrooms and offices, while
the third level accommodates a 4,000 sJ. events hall. Locker rooms, coaches'
offices, athletic training facilities and storage are located on the basement level.

Design Awards
As a general rule, BWBR doesn't pursue many awards. It may sound trite, but our client's
satisfaction is truly the only reward we seek. While awards are terrific for staff morale, and
some prospective clients view them as differentiating factors, they take time and dollars
away from other activities that provide greater value to the firm and to our clients. When
we do participate in awards programs, they tend to be those which benefit or support Saint
Paul or our clients, such as the Saint Paul Heritage Preservation Commission's program, or
Minnesota Physician Publishing's Healthcare Architecture Honor Roll- rather than the

Termination and Litigation
BWBR is commissioned for approximately 300 new projects each year. We manage
an average workload of between $150 million and $300 million in construction
costs each year. We have a highly successful, thriving practice and are proud to be
able to say that, with all this project activiry, our legal record remains untarnished.

Repeat clients have consistently accounted for roughly 80% of our work over the
years, which we see as a testament to our commitment to client satisfaction. BWBR
has never been dismissed by a client during the course of a project, although on a
couple of occasions on long-distance projects, we and the client have agreed to assign
the final construction administration stages of the work to a local firm.
The only twO times BWBR has ever been involved in litigation involve proceedings
brought by counry governments for buildings that developed leaks more than a
decade after occupancy. Both cases were dismissed prior to trial.
We have never in the course of our 80-year history had to tap into our professional
liability insurance to settle a claim. Accordingly, we have one of the lowest
professional insurance rates of any architectural firm in the area. We are very
proud of this record.

Program Confirmation/Proiecf Goals and Schedule
Success of a multi-partner project relies heavily on this pre-design period where the
goals and program of each entity are recorded and communicated to the design
team. BWBR is experienced with leading groups to consensus by asking questions
and seeking responses, in this case from City administration, the Parks and
Recreation Department, Economic Development Agency, and the YMCA. The
program document serves as the baseline in evaluating all future design decisions and
directions while managing expectations from day one.
BWBR will immediately propose a thorough meeting schedule with predetermined
agendas to facilitate efficient use of everyone's time. We will continuously manage
the project schedule to stay on task.
Participatory Design Process
Our design process will be exhaustive but efficient in terms of seeking information
and providing options for your evaluation. We recognize the need to meet with
Parks and Recreation staff, key City leaders, and the Planning Commission and their
staff to learn about the critical site planning and future development plan issues at
this site. The information will provide us with the correct design direction and
documentation required for the Site Plan Review Submittal the first time (we get
one try for approval if we want to stay on schedule).
During Schematic Design, we will lead you through a highly interactive process
"Visual Dialogue" process, using photos and words to explore your likes and dislikes.
The goal is to help the team establish a common "visual vocabulary" that will guide
the design of this facility. Working with these words and photographs, we will
provide you with exterior and interior building concepts specific to Elk River's new
YMCA facility.

Mechanical Systems Design
In analyzing mechanical systems solutions for the aquatics space, we know there are
numerous variables to consider in providing the appropriate ventilation to the harsh
environment of this room. The YMCA has years of success (and unfortunately some
less successful) with this equipment. The YMCA's experience coupled with our
experience and ability to understand these complicated issues will create a solution
that will not only provide a safe environment for the occupants but provide many
years of uncomplicated operation and maintenance.

Budget Management
Budget management must also be mentioned in any discussion of team collaboration
and participation. The BWBR team believes budget management is absolutely
integral to any project success. All of our past large YMCA projects have finished
on or under budget and on or ahead of schedule. Teaming with your
construction manager and owner's representative, we seek to manage the total
project budget, not just the construction budget. We will examine the project
budget with you to assure everyone shares a realistic set of expectations from the
beginning. We customarily recommend including alternates in the bidding
documents to provide for budget flexibility and market uncertainty as well as
staying on schedule in this proactive manner.
Design for Greatest Value
When the YMCA finally moves into the new faciliry, the construction afforded by
the project design will be pleasing inside and outside for years to come. It will be a
durable building through smart design, which will have considered and potentially
included recycled materials. It will not rely on bland rugged materials. It can be
easily envisioned that the site will have stormwater rain gardens, biofiltration
characteristics, reclaimed site materials and many more "green" features. The design
will allow the YMCA to function in a manner they wish to do so today (like fully
implementing the new Gullick principles for members and providing multi-purpose
spaces) and allow for efficient alterations and additions in the years to come (due to
the success of the YMCAs, there are very few Minneapolis YMCA facilities that exist
as they were originally built). Interior finishes will have been evaluated for cost and
life cost and most importantly originally specified into the project using national
YM CA standards.
Uncompromising Service and Leadership
In the end, our approach to the design and management of this project can be
characterized as straightforward common sense. We'll ask good questions, keep
discussions focused, encourage and build consensus, be flexible while exercising
good judgement, and last, but certainly not least, be uncompromising in the qualiry

Project Proposal
We understand that the proposed project shall be built and owned by the City
of Elk River and occupied by the YMCA of Metropolitan Minneapolis through a
long-term lease. The City has a strong community demand for gymnasium space
and, thus, the noted need for enlargement of the conceptual plans of the gymnasium
drafted by BWBR in the spring of2006. Access control for the dual users (the City
of Elk River citizens and YMCA members) will be one of the critical issues to
address immediately. As learned from YMCA administration, the City wishes to
construct the facility by means of a construction manager. Having this integral
project partner on the team as soon as possible will add further assurance of a
successful project.

concepts. As leaders of the design process, BWBR will seek to integrate the design
of the new YMCA facility with the City's visions for the park. With a YMCA
facility envisioned as an integral component in this area, the greatest value and

management, parking, access, pedestrian circulation and safety, and by achieving

BWBR and its design partners understand Elk River's support of Energy City, an
initiative of the City and the Economic Development Agency, to encourage use of
renewable energy and sustainable design solutions. Secondly, we know the City's
passionate and ardent position to incorporate recycled and reclaimed building and
site materials as a model to the community as well as an ability to provide additional
project financial resources from landfill fees allocated to Elk River. As a matter of
standard practice, our design team fully endorses these goals and we will investigate
how to best achieve these goals at the project's outset. Currently, our mechanical!
engineering partner, Dunham Associates, is demonstrating their expertise in energy-
efficient design with their work on the Great River Energy Corporate Headquarters
Campus. Jon Bogart is also very knowledgeable about Sherburne County landfill
rebate opportunities. We hope to demonstrate our experience in green, smart design
at the interview.
Project Criteria
In direct response to the RFP request to provide information on selected criteria,

2. Anticipated technology in this type of building includes phone systems, a
paging system, audio systems for individual rooms, emergency call buttons
throughout the public fitness area, video capabilities, etc. The Owner typically
provides the equipment and the design team will provide documentation for its
proper installation.
3. This design team is prepared to provide construction documents in July.
Achieving this goal will rely heavily on starting where the pre-project planning
ended. See proposed project schedule on the following page. Meeting this
schedule will naturally require a well-structured, decision-making process and
we are prepared to organize project information to assist you in this regard.

These construction costs would appropriately align with past new Minneapolis
YMCA branch facilities for level of construction detail and finish quality of
both interior and exterior materials. Exterior materials likely will include a
brick, prefinished metal paneling and upgraded exterior pre-cast wall panels.
Interior finishes include proper athletic/fitness floorings, extensive tile finishes
in the aquatic and locker rooms areas, durable finish types on other interior
surfaces, lighting controls, advanced energy management control systems, etc.

BWBR Architects is a multidiscipline firm of approximately 127 professionals with a diverse practice built around a
collaborative, client-focused approach that includes users in the design and decision-making effort. For most of the
last decade, repeat clients have comprised 80% of our annual work. We see this as a powerful testimony to our
philosophy that the job is not done until the client is satisfied.
BWBR Architects' true beginnings can be traced back to 1922, when Bill Ingemann opened his sole architectural
practice in St. Paul. In 1941, a young architect named Milton Bergstedt joined him - the man for whom the first "B"
in BWBR Architects stilI stands. By the end of the 1950s Ingemann had departed and the firm had incorporated as
Bergstedt & Hirsch. The rapidly expanding practice was actively serving the office, municipal, school, banking, and
religious markets. The 70s brought another name change to Bergstedt, Wahlberg Bergquist & Rohkohl, which by
the decade's end was simplified to BWBR Architects. The 70s also saw the firm expand into health care, which
today represents more than half of the tirm's annual workload. Besides health care, today our practice includes
office, corrections/detention, education, industrial, recreation, and worship facilities. BWBR's building designs are
still efficient, durable and timeless. And while computers and CAD have changed virtually every area of our
business, Milt Bergstedt's early values of hard work, integrity, teamwork and unflagging client service remain a
philosophical mainstay.

We acknowledge that professional architectural and engineering fees are part of the
overall budget and therefore important. At the same time, we also believe that fees
should just be one of the selection criteria. Experience, qualifications, and ability to
collaborate in a team process may be as - or more - important.
Our goals when structuring a fee proposal are straightforward:
To establish a well-defined project scope, and scope of professional services,
that enables us to better determine an appropriate fee structure
To establish fees that permit us to provide the services required to meet your
objectives
· To conclude fee discussions with a sense of fair treatment for all parties
And, we are always willing to discuss our proposed fees to arrive at a fair and
equitable agreement, should there be questions upon submittal of a fee proposal.
Typical reimbursable expenses include travel and long-distance telephone when/as
appropriate, printing (including drawing documents, bid sets, etc.), messenger/
delivery services, ete. Actual costs will vary based upon project scope and schedule.
We monitor expenses very closely and advise our clients in writing of any potential
adjustments.
We understand that clients want, and need, to feel that our fees are appropriate
to the project, and reasonable. BWBR has built its reputation on client service.
In fact, more than three-quarters of our annual business is with repeat clients;
we believe this illustrates their perceived value of their investment with us. Feel

We have thoroughly reviewed the required services in your RFP. With our
experience and prior knowledge of the project, in conjunction with our team's
consulting partners, we have arrived at a proposed fee which we feel meets the
compensation goals noted on the previous page.
We have also made some assumptions where services might affect the fee proposal
but were not specifically addressed in the RFP. Where we have assumed a particular
service is not included, we would be pleased to discuss the addition of that service to
the contract if and as the YMCA or the City desires.
The Design Services Team (BWBR and its consultant team) proposes the following:
