Overview
As part of the plant operations Great River Energy uses front end loaders and vacuum trucks along
with other mobile equipment, in order to have these machines operable in the winter indoor storage
is necessary. Due to the size of this equipment it does not fit into existing buildings, therefore an
addition to existing GRE building No.2 is necessary.
Applicable Reaulations
Conditional Use Permit
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. Will not endanger, if!Jure or detrimentalfy qffect the use and e1!iqyment rif other properry in the immediate
vicinity or the public health, sqety, morals, comfort, convenience or general we!fare rif the neighborhood or the
city. The proposed addition is to an existing building that is not visible off the property. It is
not expected to affect other property.
2. Will be consistent with the comprehensive plan. The addition is to an existing building that is
consistent with the Comprehensive Plan and predominant land use.
3. Will not impede the normal and orderfy development and improvement rif surrounding vacant properry.

4. Will be served adequatelY fry and will not adverselY ciffect essential public facilities and services including
streets, police and fire protection, drainage, refuse disposal, water and sewer !)Istems, parks and schools; and
will not, in particular, create trciffic congestion or interference with trcifJic on atfjacent and neighboring public
thoroughfares. It does not appear that the addition will interfere with traffic on adjacent and
neighboring public thoroughfares.
5. Will not involve uses, activities, processes, materials, equipment and conditions if operation that will be
detrimental to af!)l persons or properry because if excessive trcifJic, noise, smoke, fumes, glare, odors, dust or
vibrations. It does not appear that the addition will be detrimental to any person.
6. Will not result in the destruction, loss or damage if a natural, scenic or historic .feature if mqjor importance.
The addition is proposed on an existing paved surface. No other impacts are expected.
7. Will fullY complY with all other requirements if this Code, including af!)l applicable requirements and
standards for the issuance if a license or permit to establish and operate the proposed use in the ciry. As
proposed the addition complies.
If denial of such a permit should occur, it shall accompany recommendations or determinations by
[IDdings or a report stating how the proposed use does not comply with the standards set forth in
Section 30-654.
In the review of the standards for CUP as outlined, it appears that the addition is consistent with all
of these standards.
Analysis
The GRE campus has many different buildings and uses, several of which are metal sided. The
proposed addition will be metal sided and will match the existing building. The building
extension/ addition will be insulated and heated. The location of the addition is on an existing paved
surface, limiting site impacts.
The addition is for storage of equipment that requires warm storage in the winter. The addition has
minimal impacts to the site; it is basically an extension of building number 2.
Recommendation
Staff recommends that the Planning Commission recommend approval of the CUP to allow the
2,500 square foot addition to existing building number 2; with the following conditions:
1. The building shall meet all applicable building codes.
2. The building shall meet all applicable fire codes.
3. The addition shall be a maximum of 2,500 square feet and 20 feet in height.

Great River Energy operates a power plant on the Elk River campus at the intersection of
Highways 10 and 169. This facility operates around-the-clock (24/7) and has 43
employees, at least five (5) of whom are at the facility at all times.
As part of the plant operation, large mobile equipment (front end loaders and vacuum
truck) are used. To keep this equipment usable in the winter and to follow
manufacturer's recommendations, indoor storage of this equipment is advised. This
equipment is larger (height) than previous plant equipment and does not fit in any
existing plant buildings. .

A ~'x 48'x "00' building extension is planned on the north side of GRE Building No.2 to
store the large mobile equipment. The building extension will be a pole, framed building
with metal siding, similar to multiple other facilities on the Elk River campus. The
building will be heated and insulated and have two (2) 16'(h) x 14'(w) Energy Saver
doors and one (1) service door.
The area where this building will be is currently asphalted. No expected impact on the
site is expected.
