Prepared by Lori ohnson, Ci Administrator Reviewed by Introduction I've received a letter from Harold Gramstad representing the Elk River Lions expressing interest in funding a portion of the splash park to be constructed at the Elk River Community YMCA (YMCA) in return for allowing citizens who are not members of the YMCA to access the splash park at a reduced rate. Discussion Mr. Gramstad indicated that the Lions would like to contribute approximately $120,000 over several years to pay for approximately one half of the capital cost of constructing the splash park. The Lions want to make the splash park more accessible to all members of the public by offering a reduced rate for access only into splash park so that residents would not need to be members of the YMCA to use the splash park. Since this proposal was just received, it was not included as part of the Memorandum of Understanding with the YMCA, nor has it been discussed with YMCA representatives. I will be discussing this with them prior to the Council meeting and will have an update on the YMCA's thoughts on this proposal at the meeting. This is a generous offer by the Lions; providing access the splash park without being a member of the YMCA is obviously very beneficial to Elk River residents. Although there would still be some fee for use, it would be considerably less than a membership at the YMCA. The reduced fees for access to only the splash park would be paid to the YMCA to cover operating costs. Elk River Lions over the years has partnered with the City on some major projects. The City acquired the 33 acre Lions Park through this process. We also built a Boys & Girls Club on City park land. We most recently built the Lions Park facility building on City Park land. We again have and interest in partnering with the City to build a Splash Park. Our first preference would be to have it built in the Lions Park. The Lions have had some discussion the past couple years to do another major project (Splash Park). The funds would be raised through our pull-tab operation. Because ofthe size of this endeavor we are proposing using 40% of our pull-tab revenue over a 4 year period. Currently a Splash Park is scheduled to be part of the proposed YMCA project. The Lions would be willing to dedicate these funds to a Splash Park in that facility ifthere would be a fee schedule that would be separate from the Y membership. Our intent is to make this Splash Park readily accessible to as many community youth as possible and at a moderate cost.
