Introduction
The YMCA project is proceeding on several fronts; the attorneys are working on the lease, city staff is
working on coordinating all of the site issues for the conditional use permit and plat, and YMCA
representatives, city staff, and the architects continue to work on the building design. I will give an
update on these items at the meeting.
Discussion
LEASE:
Steve Bubul of Kennedy & Graven has drafted a lease between the EDA and YMCA, with consent by
the City, for the construction and operation of the YMCA. Peter Beck and I reviewed the document with
Mr. Bubullast week and provided comments and changes. We expect a version for distribution to the
YMCA within the next week. It will be provided to the Council and EDA for review before adoption.
SITE AND RELATED ISSUES:
Parks and Recreation Director Bill Maertz and Community Development Director Scott Clark have been
working with engineering and planning to address the site items for this project. A plat will be coming
forward to designate the parcel boundaries for the property that will be leased to the YMCA, along with a
conditional use permit (CUP). These items are running concurrently with the architect's work on
building design.
BUILDING DESIGN:
Greg Fenton of BWBR Architects is leading the team to program and design the building.
Representatives from the YMCA, city staff, and BWBR have been meering weekly for the last month
developing the program spaces, reviewing site layout, exterior design, and other building features.
Representatives of the YMCA have also suggested that an alternate method of bidding the project be
considered since the Council did not approve the use of a construction manager. Peter Beck and Steve
Bubul are currently researching the proposed concept to ensure that it meets all of the city's bidding
requirements. I should have a response to this question before Monday's meeting along with more details
about the proposal. Councilmember Gumphrey met with YMCA representatives to discuss their
proposal so he will also be able to provide information on the proposal.

INTRODUCTION ~
This Program outlines BWBR's understanding and interpretation of the design criteria and space
needs for the Elk River YMCA.
Design criteria are delineated as a design guide fo-i{p.e architectural planning for this projects, and
includes both architectural and site planning c~~. ..<:;

The architectural Space Allocation prog.ram\;i;~mPilatiOn of both net usable and gross square foot
areas. Net usable area is programm'('l"~~ ~;ndjvidual space in the building, and is based on
activities, number of participants,,_~tl4',_ Ired equipment. Gross area is an estimate of space
required for wall thicknesses, mee1tani~' room and duct s.paces, internal circulation, and structural
considerations. For this building, we.>have applied a gross-up factor or 1.15 x net area, based on
industry standards, coupled with our experience on similar buildings.
Also included in this Program is a written summary of functional requirements for each space, along
with an accompanying planning diagram.

1:1 Durabilit}' - finishes must be selected to withstand heavy use with minimal maintenance.
1:1 Buildings construction shall incorporate a large quantity and diverse range of high recycled
content materials. Building should serve as a 'model' community building in regards to
sustainability.

programs and activities to users and potential members. Also enhances security and
supervision in building.
