SUBJECT: CEDAP Grant Award
In September of 2006, the Police Department applied for a Homeland Security Commercial
Equipment Direct Assistance Program grant. The equipment we were trying to obtain was a
Search and Surveillance Fiber Optic Scope Kit made by the Optim Corporation.
The police department has a need for this device for utilization during SWAT events,
speciftcally those incidents in which a view of internal rooms or interior areas is needed prior
to team entry. It offers pre-entry intelligence and full view of the area prior to the team
entry. It can also be used to search hidden compartments on vehicles or suspected
contraband locations and it is compatible with our night vision equipment and camera
systems.
For fue/rescue applications it would be made available to the fue department for building
collapses, conftned space rescue, or other emergency situations.
The device obtained through this grant would have cost the department $6,495. The
training, lodging and transportation costs up to $4,000 will also be paid for by the
Department of Homeland Security, making the total award of the grant at $10,495. (There is
no cost to the City to receive the equipment.)

On behalf of the Department of Homeland Security's (DHS) Office of Grants and Training (G&T), I
am pleased to inform you that your application submitted under the fiscal year (FY) 2006 Commercial
Equipment Direct Assistance Program (CEDAP) has been approved. Through CEDAP, your agency
will receive the Optim Freedomview Fiber Optic Scope Kit.
CEDAP provides emergency response agencies with the equipment and technology they need to fulfill
their homeland security mission. It is an important component of a larger, coordinated effort to
strengthen our Nation's overall preparedness baseline. CEDAP's primary focus is to enhance
regional response capabilities, mutual aid, and interoperable communications in jurisdictions ineligible
to receive assistance under the DHS Urban Areas Security Initiative (UASI).
G&T administers CEDAP in coordination with the U.S. Army Electronic Proving Ground (EPG) at
Ft. Huachuca, Arizona, which selVes as our technical agent. Shortly following this official notification,
you will receive a letter from EPG providing initial information regarding the mandatory training session
required when receiving CEDAP equipment and instructions for beginning the CEDAP award
process.

Commercial Equipment Direct Assistance Program (CEDAP) on behalf of the
Department of Homeland Security (DHS), Office of Grants and Training (G&T). In response to

Scope Kit. The Optim Freedomview Fiber Optic Scope Kit is used for search and rescue,
