SUBJECT: Workshop Transportation Update
At Monday's workshop meeting, I will be updating the City Council on several
traffic/transportation issues. I will have a PowerPoint presentation to walk through each of
these issues. They are as follows:
A. 193'd Avenue Corridor
Lori Johnson and I have met with Howard Roston and Jason Mesner, the attorney and
appraiser helping us with the land acquisition. We have put together a tentative schedule
for land acquisition to provide the City access to the property by the spring of 2008. I
will be presenting that schedule to the City Council. In addition, there are a number of
design issues on the preliminary design of 193rd Avenue I would like to have City
Council direction andlor concurrence on. The fIrst which I will be presenting will be
the curved alignment at Tyler Street that the Brandt's have suggested. In addition, other
issues will be whether the new portion of 193rd Avenue should be designed with a
median, similar to Orono Parkway, including a detached 10-foot bituminous trail and 6-
foot sidewalk. Other issues I will be touching on will be the improvements needed in
the area of the existing 193rd Avenue.
B. Deerfield 3rd Addition Sidewalk
I will be presenting a summary of the surveys that were returned relative to the question
of whether or not sidewalk should be included in the Deerfield 3rd Addition street
reconstruction project.
C. Railroad Quiet Zones
I will be presenting information regarding constructing railroad quiet zones in the City of
Elk River. I have met with John Mentor, Sherburne County Public Works Director,
regarding this issue. He has informed me that the County will not be spending any
money to construct railroad quiet zones at their three crossings in the City at this time.
If the City Council still wants to pursue railroad quiet zones at any or all of the City
railroad crossings, I would suggest staff be directed to prepare a feasibility study that will
detail the appropriate type of installation, estimating the types and costs of
improvements necessary, identifying potential funding sources, and providing a timeline
for implementation. This can then be presented back to the City Council for decision
regarding which and how the railroad quiet zones should be pursued.
D. School Street/Jackson Avenue Intersection Improvements
I will present information regarding a preliminary design for the intersection
improvements at School Street and Jackson Avenue. These include adding a Jackson
Avenue southbound right turn lane onto westbound School Street, and modifying the
existing signal system to provide left turn arrows on all four legs. In addition, the
proposed improvements would modify the striping of J ackson Avenue south of School
Street to TH 10 to a three-lane design, including a center left turn lane. This is in
anticipation of the development of multi-family housing on the west side of Jackson.
After presenting this information, I will be looking for Council direction on how to
proceed.
E. Proctor Avenue/TH 10 Right Turn Lane
With the construction in downtown Elk River, MnDOT has added left turn arrows to
the Proctor Avenue legs of the intersection at TH 10. With some minor modifications,
the southerly leg of Proctor Avenue could be widened slighrly and striped to provide a
full right turn lane for vehicles wanting to go east on TH 10. Currenrly, Proctor Avenue
is not quite wide enough for this right turn lane, but is wider than needed for a straight-
thru right turn lane, adding to some confusion for the motoring public.
F. Main Street/TH 169 Right Turn Lane
An issue was raised at a department head meeting regarding whether or not the
westbound Main Street right turn lane onto northbound TH 169 could be extended.
Some staff have reported that they often see right turning vehicles not being able to
access the right turn lane, due to a queue of westbound Main Street traffic. I will have
an exhibit to show how that turn lane can be extended and an estimated cost. I will be
looking for Council direction of whether or not this is a project you would like to
pursue.
G. 197th Avenue Trail Between TH 169 and Tyler Street
I have analyzed what it would take to provide a detached bituminous trail along 197th
Avenue from TH 169 to Tyler Street. I will be reporting on which side I believe would
be better suited to accept a trail, what the issues involved would be and an estimated
cost. At the end, I will be looking for direction from the City Council on whether or not
to proceed.

H. MnDOT Spring Tour
As you are aware, the MnDOT Spring Tour has been scheduled for Monday, May 7,
2007. I will be presenting a preliminary list of potential topics to discuss and sites to visit
with MnDOT personnel. Also on that date, we are attempting to arrange for the TH
169 Study to be presented to the City Council and other elected officials from Sherburne
County and Livonia Township at the regularly scheduled Council meeting. If this can be
arranged, we will also coordinate John Mentor, Sherburne County Public Works
Director, to be available to discuss County road issues, especially CSAH 33 east of TH
169.

have any questions regarding this list of issues, please contact me.
