RE: SCHOOL STREET MSA FUNDING
Dear Ms. Johnson:
As you are aware, it is the City's intent to utilize Municipal State Aid funding to the
maximum extent possible for the current project underway on School Street and the Trunk
Highway 169 improvements. We have calculated the amount of this project which is
fundable with Municipal State Aid dollars and find that it exceeds the current amount
available in the City's account. Therefore, in order to use future years' allotments for this
year's projects, the City Council will need to adopt an advance encumbrance resolution.
This allows us to essentially borrow future years' allotments for this year's project. The City
will need to do the financing in the interim. In future years when the Municipal State Aid
funds become available, they will be forwarded to the City for the 1994 improvement
project.
Attached please find a copy of an advance encumbrance resolution in the Municipal State Aid
format. Please put this on the next available agenda for City Council consideration. Once
approved, we will submit the entire package to the Office of State Aid. You can expect the
first installment of funding for this project approximately four to six weeks after that.
