SUBJECT: APPROVAL OF CONSULTING
SERVICES TO REWRITE FIRE RELIEF
ASSOCIATION BY-LAWS

The Fire Department Compensation Task Force has been reviewing the
entire compensation package paid to the firefighters. The Task Force is at a
point where it is recommending that the City Council authorize the
expenditure of funds for consulting services to assist the Fire Relief
Association in updating and revising its by-laws. In order to change from the
defined benefit to the defined contribution method of payment, the by-laws
must be revised.
The Task Force is recommending that Krista Boston be used as a consultant
to revise the by-laws. Krista Boston is an attorney formerly employed with
the Minnesota Department of Revenue specializing in the Fire Relief pension
area. Krista and Judith Johnson, also an attorney formerly employed by the
Department of Revenue, have formed a consulting group specializing in Fire
Relief and Fire Department issues. Krista Boston has also worked with the
League of Minnesota Cities on various fire issues. Mayor Duitsman is
recommending that the Council approve up to 100 hours of consulting time at
a rate of $60 per hour. Consulting services would not exceed a maximum of
$6,000. It is anticipated that 100 hours will be adequate to complete the
services needed.
RECOMMENDATION
.
In order to proceed with the conversion to a defined contribution method of
payment on January 1, 1995, the Task Force is recommending that the
Council approve the consulting services as noted above at an amount not to
exceed $6,000. This expenditure will be charged to the Council Contingency.
