Sign Moratorium
On February 20, 2007 the City Council adopted a Resolution for a sign moratorium that
prohibits the issuance of a building permit for new or existing Advertising Signs and
Electronic Changeable Copy signs. The intent of this memo is to confum the issues and
present a preliminary timetable.
In a preliminary review of the potential ordinance; staff wanted confumation of the issues as
understood by staff:
. Safety related to bright, often changing text
. Changeable copy signs change too often and are evolving into animated signs
. Concern of billboards turning into huge television screens
. Lack of clarity in defining animated signs and/ or flashing signs
