The Arts Council has submitted financial documentation on 1993-94 expenditures and
revenues. In order for the City to release its $5,000 contnlmtion to the Arts Council, it is
a requirement that the Arts Council raise at least an identical amount in local funds to
support its efforts. Fioance Director Lori Johnson has attached a memo which iodicates
that all the financial information is in order and staff recommends the release of $5,000 to
the Arts Council from the 1994 City budget.

Along with the release of 1994 funds, representatives of the Arts Council will be
requestiog 1995 funding from the City. I understand that the Arts Council may be
requesting an increase in the City's contnlmtion. 1 have indicated to the Arts Council
representatives that similar funding as to what was received io 1994 was likely, under the
same condition of a local match, but that an iocrease was questionable and that no final
decision would be made until either September or maybe even December when final action
on the City budget is taken. The Council certainly can provide the Arts Council with an
iodication of the minimum contnlmtion from the City in 1995 and withhold judgment on
any additional funding until later io the budget process.

SUBJECT: 1994 FUNDING FOR ELK RIVER AREA
ARTS COUNCIL
The 1994 Mayor and City Council budget includes an expenditure of $5,000
in matching funds to the Elk River Area Arts Council. The Arts Council has
submitted information showing that it has raised the $5,000 necessary to
match the contribution from the City. Attached is the information which was
submitted by the Arts Council showing the amounts and sources of the funds
raised.
The Council is requested to authorize payment to the Elk River Area Arts
Council in the amount of $5,000.

since we last approached the city in November of 1993, the Elk
River Area Arts Council has raised the match to the $5,000 you have
budgeted for us for 1994. Enclosed is a printout from our coputer
accounting program, which exactly relects action in our bank
account.

Could the city see fit to release the budgeted funds soon?
We hope Elk River can continue to help fund our programs in 1995.
Please keep us posted as to what is the appropriate time to
approach the city council about 1995 funding.
