SUBJECT: GRAVEL ROADS/22IST AVENUE
FROM:
The following factors relate to the proposed upgrade of 221st Avenue:
1. 221st Avenue provides a link in our east-west traffic pattern for the
City in general and garbage trucks in particular because it is our
northern-most connection between Highway 169 and County Road 1.
The next nearest connection is two miles south on County Road 33.

221st Avenue now has one active gravel mining company creating
truck traffic, but there are two more companies that plan to open
operations along 221st Avenue in the next five years so estimates are
that truck traffic will more than triple with those two pit openings.

3. The proposed property exchange with Midwest Asphalt Corporation
will benefit Midwest by increasing their gravel reserves, but there is
no other alignment except across Midwest Asphalt's property that
could be used. It will be cheaper for the City to exchange property at
this time rather than to purchase or condemn right-of-way in the
future for a realignment.
4. Midwest Asphalt Corporation has offered 2,000 ton of Class 5 gravel
for surfacing the new road as a goodwill gesture.
5. The intersection of 221st Avenue and Quinn Street has been a
maintenance problem for a long time and reconstruction of 221st
Avenue is the best solution that can be suggested for this problem.

221st Avenue has been included on the City's MSA road system, but
there is no way that 221st Avenue could be reconstructed in its present
right-of-way and meet MSA requirements for horizontal or vertical
curves. Once 221st Avenue is realigned it could be reconstructed to
MSA standards with MSA funds. However, this type of project would
exceed $400,000 and would be nearly impossible to incorporate into the

Capital Improvement Program. The current $120,000 gravel
improvement from Highway 169 to just west of Quinn Street is the
minimum project that can be done to improve the condition of the
street.

The total project is estimated in the $115,000 to $120,000 range. If
authorized in the next few weeks, this project could still be completed
this year. The funding for this project is projected to come from the
Street Reserve (50%) and the Capital Projects Reserve (50%).
In past years, the City has used gravel tax monies to supplement general
funds to do improvements on gravel roads and other City streets.
In 1988, the west end of 221st Avenue was regraded and surfaced with
6" of Class 5.
In 1989, 189th Avenue and Troy Street was surfaced with Class 5 and
Waco Street south of TH 10 was widened in preparation for an asphalt
resurfacing project.

In 1990, 189th Avenue and Pascal Street and 188th Avenue and
Albany Street were graveled.
In 1991, 227th Avenue east of County Road 32 was covered with
geotextile fabric, about 1-1/2 feet of sand fill, and a layer of Class 5 was
applied.
In 1992, 223rd Avenue east of County Road 32 was covered with a
layer of Class 5. Grant Street north of County Road 21 was regraded and
covered with a layer of Class 5, and Monroe Street north of County Road 21
was covered with a layer of Class 5.
In 1993, 213th Avenue west of County Road 13 was covered with a
layer of Class 5.
Each year, one mile of Class 5 resurfacing is budgeted through General
Funds and Gravel Tax monies. The material cost is about $7,000 annually.
Considering hauling and placement expenses, the cost to the City is about
$20,000 annually for work on gravel roads. Gravel tax revenues are slightly
higher than this level and the balance of funds are spent on street
maintenance and repair projects.

At the June 20, 1994, meeting, the City Council requested that this issue be
brought back to the Council for further consideration. The Mayor indicated
that he would be willing to look at other proposals to improve 221st Avenue.

At this time, the proposal to improve 221st Avenue is the same as what was
suggested in later 1993 and in early 1994. It is staffs opinion that the
$120,000 gravel improvement project from Highway 169 to just west of
Quinn Street, with the realignment of the road, is the minimum that should
be done in terms of an improvement project in this area. Anything less than
the realignment and gravel improvement project would not significantly
improve the condition of the road. The most important factor in this project
is the realignment of the road and this cannot take place unless the City
makes a commitment to the adjacent property owners that this type of
improvement project will take place.
