SUBJECT: EDA SITE ALTERNATIVES
The models of park options for the EDA site have been presented to the EDA,
the Chamber of Commerce Board of Directors, and the Park and Recreation
Commission and will be viewed by the Downtown Development Corporation
on Thursday, July 28, 1994. A "straw poll" of those who have seen the
models indicates the most interest in Option C, or the model with the large
patio at street level and the grass amphitheater at the bottom.
. I have a meeting scheduled with a structural engineer from MSA for Monday,
July 25, to review the Cinema building foundation and give the City a
recommendation on what reinforcements may be necessary to allow us to
place fill material against that foundation. This issue represents the greatest
financial unknown and an accurate project cost estimate will be difficult until
the foundation issue is resolved, but I am certain that Option C can be
constructed for $30,000 or less. If the Cinema building foundation is
adequate, the construction cost will be considerably less.
Staff recommendation for financing is to have the City Council appropriate
one half of the necessary funds from the Park (Equipment) Reserve and one
half from the 1994 Liquor Store profits. Park Dedication funds will be
proposed to be used at a later date to add a focal point structure to the site
near the river.
Upon receiving the City Council's authorization to proceed with the project,
street/park staff would remove the concrete floor from the hole in preparation
for placement of the fill material.

Forest Lake Contracting, Inc., anticipates having the fill sand available in
late August so timing on the project will be important. I will keep the City
Council informed on the progress of the foundation evaluation and any other
issues regarding this project.
