ITEM 4.7.
MEMORANDUM
TO: MAYOR & CITY COUNCIL
FROM:
GARY SCHMITZ, PLANNING
ASSISTANT
G~
DATE:
JULY 22,1994
SUBJECT: UPDATE ON SHERBURNE COUNTY
TIPPING FEE AND ELK RIVER
GARBAGE RATES
.
The Sherburne County Board of Commissioners recently lowered refuse
tipping fees at the RDF Plant for haulers in eastern Sherburne County who
enter into a contract with the County. The tipping fees have been lowered
from $69.11 per ton to $49.00 per ton. This reduction was an attempt to keep
refuse haulers from taking waste out of state where landfill tipping fees are
considerably lower in cost. The reduction has been in effect since July 1,
1994. The tipping fee charges are approximately 35 percent of the overall
cost of refuse disposal. Due to the decrease in disposal fee costs, the City of
Elk River is requesting that the refuse rates are lowered by $1.00 per
household per month. The actual decrease is slightly more than $1.00 per
household per month, however, the extra monies will be used to offset the
City's losses concerning the 32 gallon bi-weekly refuse container and for
future potential tipping fee increases. The new rates would be in effect on
September 1, 1994. The City of Elk River is required to give the refuse
haulers a sixty day notice due to a tipping fee decrease. Therefore, the
September 1 deadline is the earliest possible timeframe the decrease can take
effect. The Elk River garbage rates have not changed since July, 1992. I will
be at the July 25, 1994, City Council meeting to answer any questions
concerning the tipping fee decrease.
