RE: 1994 SEAL COATING CONSTRUCTION BIDS
Dear Council Members:
We have tabulated the bids received on Tuesday, July 12, 1994, for the 1994 Street Seal
Coating program. There were a total of four bids. The following table provides a list of the
bidders and their total bid amount:
Pearson Brothers, Inc.
Allied Blacktop Company
Caldwell Asphalt Company
ASTECH Corporation

Pearson Brothers, Inc., has not previously done seal coating within the City of Elk River so
we have verified references on this company. The company is an offshoot of Allied Blacktop
Company which has previously done seal coating a number of times in Elk River. All
references we checked indicated that the work by Pearson Brothers, Inc., is very satisfactory.
Therefore, we would recommend award to them in the amount of $46,438.66. Attached is
a resolution for the City Council's consideration which would accept the bid and authorize
execution of the contract for this project.
If you have any questions, I will be in attendance at your July 25, 1994, City Council
meeting.

RESOLUTION 94-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
SEAL COAT IMPROVEMENT OF 1994
WHEREAS pursuant to City Council direction, competitive bids were solicited and received for
the 1994 Seal Coat improvement as set forth in the bid tabulation attached hereto
and incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the
bidders and determined that Pearson Brothers, Inc., is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Mayor and City Administrator are authorized and directed to execute, on behalf of the
City, such contract with Pearson Brothers, Inc., as is approved by the City Attorney for
the completion of the 1994 Seal Coat improvement according to the approved plans and
specifications.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
