RE: TH 101169 CORRIDOR STUDY
Dear Mr. Klaers:
We have had a follow-up meeting with Mr. Terry Humbert from the Planning Division of
District 3 MnDOT, out of St. Cloud, regarding the TH 10/169 Corridor Study. At that
meeting, we reviewed the attached preliminary outline for the Corridor Study. Several of
the items on this outline must be provided by MnDOT, several would be provided by the
City of Elk River, and then there are numerous ones that could be dealt with by either. The
intent of our discussion was to have this be a joint effort between the City of Elk River and
MnDOT with approximately equal amounts of staff time put in by both agencies.
Mr. Humbert indicated that he has approximately 12 hours per week that he could commit
to this study and that he will also be provided with another staff person to assist him in
completing this undertaking. Mr. Humbert felt that the scope of the study would require
approximately 36 to 40 weeks to complete. However, certainly portions of the study could
be accelerated and decisions made sooner than that, based on development proposals.
I have attached a resolution for the City Council's consideration which essentially expresses
support for the efforts of a joint City of Elk River/MnDOT Corridor Study and indicates the
City's willingness to participate with City staff time to get such a study accomplished.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION SUPPORTING THE JOINT
CITY OF ELK RlVER/MnDOT CORRIDOR STUDY
OF TRUNK HIGHWAY 10 AND 169 WITHIN THE
CORPORATE LIMITS OF THE CITY OF ELK RIVER
WHEREAS, there have been numerous developments adjacent to TH 10/169 within the City of
Elk River which have requested access from the Minnesota Department of
Transportation; and
WHEREAS, the City of Elk River and the Minnesota Department of Transportation have
concerns about both the movement of traffic on the trunk highway system and
movement of local traffic across the trunk highway system; and
WHEREAS, there are no current planning documents from either agency which clearly spell out
a method to facilitate the location of appropriate access points to accomplish the
goals of both the City of Elk River and MnDOT;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City of Elk River wholeheartedly supports the proposed joint City of Elk
River/MnDOT Corridor Study for TH 10 and 169 within the corporate boundaries.
2. The City agrees to participate with MnDOT in the study by the contribution of City staff
time to accomplish the report. It is understood that the contribution of each agency will
be approximately 50% of the effort needed to accomplish the outline for the Corridor
Study.
