The Change Order covers two items. The first is a clarification of the hydrant salvaging and reinstalling of new equipment on School Street. The Contractor's original bid was to only remove and reinstall the old equipment. Municipal Utilities wanted new equipment installed. Therefore, the Change Order is being written for the cost of the new material. It is in the amount of $1,403.00 for each of six installations, for a total cost of $8,418,00. The second item covered by this Change Order would be the construction of a Park & Ride facility, located on the old City Hall site at TH 10 and Main Street. This will also operate as a parking area for the new Chamber of Commerce office. There are two components to this Change Order. The first is site grading, which is proposed to be accomplished on an hourly equipment basis. The second is the construction of the concrete curb and gutter, gravel base, bituminous surfacing, and striping of the parking area. The Contractor has submitted hourly rates for the site grading work. It is anticipated that the total cost of this work would be in the range of $3,000.00 to $5,000.00. The Contractor has also submitted unit prices for the remainder of the construction. Based on the estimated quantities, the total cost of this construction is $25,826.85. Therefore, the total cost of the improvement to the parking area is estimated to be between $29,000.00 and $31,000.00, We understand that this work is proposed to be financed by the HRA, however, they are not scheduled to meet until Thursday, August 11, 1994. In an effort to keep this project moving, we are recommending City Council approval of Change Order No.1, contingent upon the HRA agreeing to pay for the Park & Ride facility construction. . FILE: 230-216-30 CHANGE ORDER NO. 1 SUPPLEMENTAL INFORMATION DESCRIPTION: This Change Order to the Forest Lake Contracting Contract for the construction of School Street, Jackson and Freeport Avenues. Involves adding work associated with a construction of a Park & Ride area on the old City Hall site located at the intersection of TH 10 and Main Street. The construction involves concrete curb and gutter, gravel base, bituminous surfacing, removal of miscellaneous concrete and bituminous, and grading of the site. In addition, this change order also deals with the salvaging and installing of six new hydrants on School Street. The original intent of the specifications was to salvage the existing hydrants, and to provide them to the municipal utilities and have the Contractor install new equipment. It is obvious from the Contractor's bid that his interpretation was to remove and reinstall the existing equipment. Therefore, he has requested additional compensation in the amount of the cost of the new equipment to be installed. The following three areas breakdown the components of this change order: . Therefore, it is proposed to accomplish this work on a time and material basis. The Contractor is obligated to import material from the School Street project as part of that project's cost, however, he should be compensated for the time and equipment needed to place the material for purposes of construction of the Park & Ride. Following is a list of equipment and hourly rates. It is anticipated that the total cost of this grading will fall in the range of $3,000 to $5,000.
